การมีส่วนร่วมของประชาชนในการจัดทำแผน ยุทธศาสตร์การพัฒนาของ องค์การบริหารส่วนตำบลยางอำเภอศีขรภูมิ จังหวัดสุรินทร์

บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อศึกษาการมีส่วนร่วมของประชาชนในการ จัดทำแผนยุทธศาสตร์การพัฒนาขององค์การบริหารส่วนตำบลยางอำเภอศีขรภูมิ จังหวัดสุรินทร์ใน 4 ด้าน คือ 1)ด้านการตัดสินใจ 2) ด้านการดำเนินการ 3) ด้านการ รับผลประโยชน์ 4) ด้านการติดตามและประเมินผลกลุ่มตัวอย่างได้จากการสุ่มจาก ประชากรโดยกำหนดขนาดของกลุ่มตัวอย่าง ตามตารางของ เครจซีและมอร์แกน ได้ขนาดของ กลุ่มตัวอย่าง 367 คน แล้วทำการสุ่มให้กระจายไปตามหมู่บ้านต่าง ๆ ตามสัดส่วน ด้วยวิธีสุ่มอย่างง่ายด้วยการจับฉลากเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็น แบบสอบถามมี 3 ลักษณะ คือแบบตรวจสอบรายการ แบบมาตราส่วนประมาณค่า 6 ระดับ และแบบปลายเปิด มีค่าความเชื่อมั่น เท่ากับ 0.904 สถิติพื้นฐานที่ใช้ในการ วิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่าการมีส่วนร่วมของประชาชนในการจัดทำแผนยุทธศาสตร์การพัฒนาของ องค์การบริหารส่วนตำบลยาง อำเภอศีขรภูมิ จังหวัดสุรินทร์โดยภาพรวมอยู่ในระดับ น้อย เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการรับผลประโยชน์อยู่ในระดับปานกลาง ส่วนด้านอื่น ๆ อยู่ในระดับน้อย เรียงลำดับจากด้านที่มีค่าเฉลี่ยสูงไปหาต่ำ ดังนี้ ด้าน การรับผลประโยชน์ ด้านการประเมินผล ด้านการดำเนินการ และด้านการตัดสินใจ ตามลำดับสำหรับความคิดเห็นและข้อเสนอแนะอื่น ๆ ที่มีจำนวนมากที่สุดคือให้มีการ ประชาสัมพันธ์ผลการดำเนินงานตามแผนพัฒนายุทธศาสตร์ให้มากขึ้น รองลงมาคือ ให้มีการจัดสรรงบประมาณการพัฒนาท้องถิ่นให้ครอบคลุมทุกด้าน และโครงการที่ เสนอบรรจุเข้าแผนพัฒนายุทธศาสตร์ควรดำเนินการให้แล้วเสร็จทุกโครงการ ตามลำดับ

PEOPLE’S PARTICIPATION IN MAKING DEVELOPMENT STRATEGY PLAN OF YANG SUB DISTRICT ADMINISTRATIVE ORGANIZATION IN SIKHORAPHUM DISTRICT, SURIN PROVINCE

The purpose of this research was to study the people’s participation in making development strategy plan of Yang Sub District Administrative Organization (SAO) in Sikhoraphum District, Surin Province in 4 aspects, i.e, participation in decision-making, participation in operation, performing in benefits, and following-up and evaluation participation. The samples were 367 people, selected by using the Table of Krejcie & Morgan, simple random sampling. The research instrument used for collecting the data was a 3-part questionnaire, including a check list, a 6-rating scale and an open-ended form with the reliability of 0.904. The statistics used for analyzing the collected data were percentage, mean, and standard deviation. The findings were as follows: The people’s participation in making development strategy plan of Yang SAO in Sikhoraphum District, Surin Province as a whole was at a low level. When considering at each aspect, it was found that the performing in benefits was at a moderate level; whereas, the rest aspects were at a low level. The rankings from the highest to the lowest mean scores were performing in benefits, following-up and evaluation participation, participation in operation and participation in decision-making. The additional opinions and suggestions with the highest percentages were that Yang SAO should have more public relations of the implementation of the local development strategy plan, followed by the budget allocation in local development plan should be covered all aspects, and all projects appointed in the development strategy plan should be completed, respectively.
