The Management of Singapore’s Welfare System for Teachers and Educational Personnel: The Lessons for Thai’s Welfare System Development

Abstract

This research aims to study the current administration, welfare system, and the agency in Singapore in charge for comparing the current administration and welfare system of Office of the Welfare Promotion Commission for building the feasibility of welfares for teachers and educational personnel, and to compare with Teachers and Educational Personnel (OTEP). Documentary research was applied to study the current administration and welfare system of Office of the Welfare Promotion Commission for Teachers and Educational Personnel (OTEP), and focus group and in-depth interview was used to study the current administration and welfare system in Singapore. Snowball sampling was used to select 2 groups of respondents, including 5 persons of Committee of Management team and 8 members of the Singapore Teachers’ Co-operative Society Ltd. The results showed that the organization has been managed under the democratic system via the election of management team, hence equipping them with the public service mind and investment- oriented approach (e.g. real estate). The lessons learned from the Singaporean organization include the interesting notion of real estate investments that would cause long-term returns.
