Development of Learning Environments on Web-Based to Enhance Digital Literacy for College of Local Administration Students

Abstract

The purpose of this research were: 1) to design and develop the Learning environments on web-based to enhance digital literacy for College of Local Administration students 2) to examine the students’ digital literacy by learning from the learning environments, and 3) to examine the students’ opinion by learning from the learning environments. The target group was 40 undergraduate students who studied in the College of Local Administration, Khon Kaen University and enrolled in the second semester of academic year 2016.

The authors employed a design and development research methodology that applied from Richey & Klein (2007) framework. The design consisted of three phases: 1) comprehensive design and development project 2) specific project phases 3) design and development tool. Data analysis techniques included protocol analysis, mean values, and descriptive statistics.

The results are as follows.

1. The base design for learning environments on web-based to enhance digital literacy for College of Local Administration students has six major components: (1) problem base on context in real life (2) resource (3) collaboration (4) digital literacy center (5) scaffolding and (6) coaching. 2. Students’ digital literacy is consistent with the Open University (2017) Digital Literacy framework which consists of: 1) understanding 2) finding 3) evaluating 4) managing and communicating 5) collaborating and sharing. 3. Regarding the study of the opinions of students, the mean score was 4.04, which is very high. Most of the respondents commented that the content, the media on the network, and the design of learning environment have the right design, and support and promote their digital literacy.
