ความคาดหวังของครูและผู้บริหารสถานศึกษาที่มีต่อการปฏิบัติงานและคุณลักษณะ ของศึกษานิเทศก์ในสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 36

Abstract

การวิจัยครั้งนี้เป็นการวิจัยเพื่อศึกษาความคาดหวังของครูและผู้บริหารสถานศึกษาที่มีต่อการปฏิบัติ งานและคุณลักษณะของศึกษานิเทศก์ในสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 36 โดยมีวัตถุประสงค์ เพื่อศึกษาสภาพและความคาดหวังในการปฏิบัติงานนิเทศการศึกษาของศึกษานิเทศก์ ในสำนักงานเขตพื้นที่ การศึกษามัธยมศึกษา เขต 36 และเพื่อจัดทำข้อเสนอแนะการปฏิบัติงานนิเทศการศึกษาของศึกษานิเทศก์ ในสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 36 เครื่องมือที่ใช้ในการวิจัยครั้งนี้ ได้แก่ แบบสอบถามเกี่ยว กับความคาดหวังในการปฏิบัติงาน สภาพการปฏิบัติงานนิเทศการศึกษาของศึกษานิเทศก์ และคุณลักษณะ ของศึกษานิเทศก์ตามกรอบภาระงานของศึกษานิเทศก์ ตามโครงสร้างการแบ่งกลุ่มงานของกลุ่มนิเทศ ติดตาม และประเมินผลการศึกษาใน 2 ประเด็น คือ ประเด็นการปฏิบัติ การนิเทศ และประเด็นคุณลักษณะของ ศึกษานิเทศก์ จำนวน 73 ข้อ 1 ฉบับ ในประเด็นการปฏิบัติการนิเทศ แบ่งออกเป็น 6 ด้าน และประเด็น คุณลักษณะของศึกษานิเทศก์ กลุ่มตัวอย่างในการวิจัยครั้งนี้ ได้แก่ ข้าราชการในสำนักงานเขตพื้นที่การศึกษา มัธยมศึกษา เขต 36 จำนวน 432 คน ได้มาโดยการเลือกแบบเจาะจงและการสุ่มแบบหลายขั้นตอน การวิเคราะห์ข้อมูลใช้ วิธีหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และใช้การวิเคราะห์ เนื้อหา

จากผลการวิจัย พบว่า ความคาดหวังในการปฏิบัติงานนิเทศการศึกษาของศึกษานิเทศก์ รวมทุกด้าน โดยภาพรวมอยู่ในระดับ มากที่สุด สภาพในการปฏิบัติงานนิเทศการศึกษาของศึกษานิเทศก์ รวมทุกด้าน ทั้งหมด 6 ด้าน โดยภาพรวมอยู่ในระดับปานกลาง และความคาดหวังต่อคุณลักษณะของศึกษานิเทศก์ รวม ทุกด้าน ทั้งหมด 3 ด้าน โดยภาพรวมอยู่ในระดับมากที่สุด คุณลักษณะของศึกษานิเทศก์ รวมทุกด้าน ทั้งหมด 3 ด้านโดยภาพรวมอยู่ในระดับมาก ข้อเสนอแนะและแนวคิดใหม่ต่อการนิเทศการศึกษา และสรุปข้อเสนอ แนะการปฏิบัติงานของศึกษานิเทศก์ สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 36 ประเด็นของการปฏิบัติ การนิเทศการศึกษานั้นสามารถสรุปข้อเสนอแนะในภาพรวมได้ว่า ควรมุ่งเน้นในการช่วยเหลือ ส่งเสริม พัฒนา สถานศึกษาให้สามารถจัดการศึกษาอย่างมีคุณภาพ มากกว่าการติดตาม ตรวจสอบเพียงอย่างเดียว ซึ่งในการปฏิบัติการนิเทศการศึกษานั้นควรควบคู่ไปกับการทำวิจัยเชิงปฏิบัติการ ซึ่งหากใช้การวิจัยเชิงปฏิบัติการ จะสามารถวิเคราะห์ปัญหาได้ถูกต้อง นำไปสู่การแก้ปัญหา ที่ตรงจุด และเป็นระบบ ในส่วนประเด็น คุณลักษณะของศึกษานิเทศก์สามารถสรุปข้อเสนอแนะในภาพรวม ได้ว่า ควรมีมนุษยสัมพันธ์ที่ดี มีความ มั่นคงทางอารมณ์ รู้จักยอมรับจุดอ่อนของตัวเองและผู้อื่นและพร้อม ที่จะพัฒนาร่วมกัน รวมถึงรู้จักยอมรับ และเรียนรู้สิ่งดีจากผู้อื่นเช่นกัน

Expectation of Teachers and School Administrators towards the Operation and Characteristics of Supervisors of the Secondary Educational Service Area Office 36

This research aimed to study the expectation of teachers and administrators towards the operation and characteristics of supervisors of the Secondary Educational Service Area Office 36. The purposes were to study the condition and expectation on the educational supervision of supervisors of the Secondary Educational Service Area Office 36, and to propose the recommendations on the educational supervision of supervisors of the Secondary Educational Service Area Office 36. The research instrument was a 73-item questionnaire on the expectation of the operation, the conditions of the educational supervision and the characteristics of supervisors based on the framework of the supervision, monitoring and evaluation for educational provision group structure. There were two issues consisted of the supervision operation and the characteristics of the supervisors. The operation and supervision part was divided into six parts and the characteristics of the supervisors. The sample this of study consisted 432 government officials of the Secondary Educational Service Area Office 36 who was selected by the purposive sampling and multi-stage sampling. The data was systematically analyzed by using frequency, percentage, mean, standard deviation and content analysis.

The results of the research was found that the expectation on the operation of the educational supervision of the supervisors, in general, was at the highest level. The overall condition of the supervision operation of the supervisor in all six aspects was at the average level. The overall expectation on the supervisors’ characteristics in all three aspects were at the highest level while supervisors’ characteristics in all three aspects were at the high level.

The recommendations and the new concept for the educational supervision, and the conclusion on the recommendations of the supervisors of the Secondary Educational Service Area Office 36 were concluded as follows: The support, promotion, and development of the schools for the educational quality should be done rather than monitoring and examination. The educational supervision should be done with the action research which will lead to the analysis of the problem and the accurately systematical solution. In terms of the supervisors characteristics appeared that the supervisors should be friendly and mature including be able to accept oneself and others’ weaknesses. Besides, the supervisors should be ready to develop their potentials and having the acceptance and learning from others.
