แนวทางการบริหารจัดการงานวิชาการและกิจกรรมตามหลักสูตร ของศูนย์พัฒนาเด็กเล็ก IT เฉลิมพระเกียรติฯ บ้านป่าซาง เทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย ที่สอดคล้องกับการศึกษาในศตวรรษที่ 21

Abstract

การศึกษาในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารจัดการงานวิชาการและกิจกรรมตาม หลักสูตร เพื่อศึกษาปัจจัยที่สำคัญที่มีผลต่อคุณภาพและการดำเนินงานการบริหารจัดการงานวิชาการและ กิจกรรมตามหลักสูตร และเพื่อเสนอแนวทางการบริหารจัดการงานวิชาการและกิจกรรมตามหลักสูตร ของ ศูนย์พัฒนาเด็กเล็ก IT เฉลิมพระเกียรติฯ บ้านป่าซาง เทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงรายที่ สอดคล้องกับการศึกษาในศตวรรษที่ 21 ประชากรที่ใช้ในการศึกษา ได้แก่ ผู้อำนวยการสถานศึกษา ครูผู้สอน บุคลากรสถานศึกษา และคณะกรรมการสถานศึกษา จำนวน ทั้งหมด 13 คน ผลการศึกษา พบว่า

1. ผลการศึกษาสภาพการบริหารจัดการงานวิชาการและกิจกรรมตามหลักสูตรของศูนย์พัฒนา เด็กเล็ก IT เฉลิมพระเกียรติฯ บ้านป่าซาง เทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงรายโดยวิธีการ วิเคราะห์เอกสารจากข้อมูลการรายงานประจำปี 2556 (SAR) ของศูนย์พัฒนาเด็กเล็ก IT เฉลิมพระเกียรติฯ บ้านป่าซาง เทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย ในภาพรวม อยู่ในระดับดี คิดเป็นร้อยละ 70 โดยมีคะแนนรวมทั้งหมด 35 คะแนน เมื่อพิจารณาแต่ละรายการ พบว่า อยู่ในระดับดีมาก จำนวน 6 ข้อ คิด เป็นร้อยละ 48 ระดับดี จำนวน 3 ข้อ คิดเป็นร้อยละ 18 และระดับพอใช้ จำนวน 1 ข้อ คิดเป็นร้อยละ 4

2. ผลการศึกษาปัจจัยที่สำคัญที่มีผลต่อคุณภาพและการดำเนินงานการบริหารจัดการงานวิชาการ และกิจกรรมตามหลักสูตร ของศูนย์พัฒนาเด็กเล็ก IT เฉลิมพระเกียรติฯ บ้านป่าซาง เทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย ผลการศึกษา พบว่า ด้านการพัฒนาหลักสูตรการเรียนการสอน ครูผู้สอนไม่มี ความเชี่ยวชาญในการพัฒนาหลักสูตร ด้านการจัดทำหลักสูตรเหมาะสมกับสถานศึกษา สถานศึกษาไม่มี หลักสูตรการเรียนการสอนที่สอดคล้องกับหลักสูตรของกรมการปกครองส่วนท้องถิ่นและหลักสูตรกับสถาน ศึกษา ด้านการสร้างกิจกรรมการเรียนการสอน สถานศึกษาไม่มีการวางแผน การสร้างกิจกรรมการเรียนการ สอนที่สอดคล้องกับสภาพแวดล้อมและหลักสูตรของสถานศึกษาด้านการพัฒนาสื่อการเรียนการสอน ครูผู้สอนมีไม่มีความเชี่ยวชาญในการพัฒนาสื่อการเรียนการสอน ด้านกระบวนการเรียนการสอนสถานศึกษา ไม่มีการวางแผนการพัฒนาบุคลากรอย่างต่อเนื่อง ด้านการสนับสนุนการทำวิจัยในชั้นเรียนครูผู้สอนไม่มี ความรู้ความรู้ ความเชี่ยวชาญในการทำวิจัยในชั้นเรียนระดับปฐมวัย ด้านการประเมินคุณภาพการศึกษา สถานศึกษาและคณะกรรมการสถานศึกษาไม่มีความเชี่ยวชาญในการประเมินคุณภาพการศึกษา ด้านการ พัฒนาบุคลากรทางการศึกษา ผู้บริหาร ครูผู้สอน ผู้ปกครอง และคณะกรรมการสถานศึกษา ไม่มีการวางแผน ในการพัฒนาบุคลากรทางการศึกษาที่สอดคล้องกับหลักสูตรการเรียนการสอนและการจัดการศึกษาใน ศตวรรษที่ 21 ด้านการมีส่วนร่วมและการทำงานร่วมกับสังคม สถานศึกษาไม่มีกิจกรรมหรือกระบวนการ สร้างจิตรสำนึกในการมีส่วนร่วมและการทำงานร่วมกับสังคม ด้านการนำเทคโนโลยีมาใช้ในการเรียนการ สอน ครูผู้สอนไม่มีความเชี่ยวชาญในการนำเทคโนโลยีมาช่วยในกระบวนการเรียนการสอน

3. ผลการศึกษาแนวทางการบริหารจัดการงานวิชาการและกิจกรรมตามหลักสูตรของศูนย์พัฒนา เด็กเล็ก IT เฉลิมพระเกียรติฯ บ้านป่าซาง เทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงรายที่สอดคล้อง กับการศึกษาในศตวรรษที่ 21 ผลการศึกษา พบว่า

3.1 การวางแผน (Plan) ให้มีการวางแผนการจัดทำหลักสูตรสำหรับนักเรียนที่มีอายุต่ำกว่า 3 ปี โดยคำนึงถึงบริบทของท้องถิ่น มีการจัดประสบการณ์ที่เน้นตามวัย ปลูกฝังจิตสำนึกในการเล่นปนเรียน ตามการพัฒนาความรู้ความสามารถของเด็กปฐมวัยทั้ง 4 ด้านคือ ด้านอารมณ์ ด้านจิตใจด้านสังคม ด้านสติ ปัญญา

3.2 การดำเนินตามแผน (Do) ในการดำเนินการจัดทำหลักสูตรเหมาะสมกับสถานศึกษาจะต้อง เน้นวิถีชีวิตของท้องถิ่น ที่สอดคล้องกับความเหมาะสมกับวัยของผู้เรียน มีคุณธรรมและจริยธรรม ความ ซื่อสัตย์สุจริต การอยู่ร่วมกันในสังคม การพัฒนาทางด้านร่างกาย การพัฒนาทางด้านความคิด

3.3 การตรวจสอบ (Check) สถานศึกษามีการวัดผลประเมินผลอย่างถูกต้องและซื่อสัตย์ เพื่อความถูกต้องของการวัดผลและประเมินผลและมีการประกันคุณภาพภายในที่มีการพัฒนาตามมาตรฐานการศึกษา

3.4 การปรับปรุงแก้ไข (Act) มีการปรับปรุงหลักสูตร โดยร่วมกันปรับปรุงหลักสูตรมีการสรุป ผลการใช้สถานที่ในชุมชนเป็นแหล่งเรียนรู้และพัฒนาให้เป็นแหล่งเรียนรู้และแหล่งศึกษาของชุมชนอย่างถาวร

Guidelines of the Management of Curriculum's Academic and Activities of IT Chalermprakiat Child Care Center, Ban Pa Sang Village, Bandu Sub-District, Muang District, Chiang Rai Province in Accordance

The main objective of this study were : to study the management of the academic and activities in accordance to the curriculum of the IT Chalermprakiat child care center; to study the factors that affect the quality and management operations of the curriculum’s academic and activities; and to propose the guidelines for the management of the curriculum’s academic and activities in the IT Chalermprakiat child care center in accordance to the 21st Century Education. The population used in this study was 13 people who consisted of school director, teachers, staff and the board members of the center. The result of the revealed that:

1. The situation of the curriculum’s academic and activities management at the IT Chalermprakiat child care center at Ban Pa Sang Village, Bandu Sub-District, Muang District, Chiang Rai Province, was overall at a good level (70%) with the total score of 35. On considering each aspect, it was found that the aspects were rated at a very good level (48%). In the good level were three aspects which is 18% whereas the only one aspect was considered satisfactory level with 4%.

2. The factors that affected the quality and management of academic and curriculum activities at the IT Chalermprakiat child care center, Ban Pa Sang Village, Bandu Sub-District, Muang District, Chiang Rai Province were of many aspects. In terms of curriculum and instructional development, teachers lack the expertise in curriculum development. In terms of curriculum appropriateness to the institution, the school do not have appropriate curriculum that coincides with the local administrative curriculum. In terms of instructional activities, the institution lacks proper planning. In terms of the construction of lesson plans and activities, the teachers lack skills in developing instructional materials. With regards to the instructional process, the institution lacks continual personal development plan. In terms of classroom research support, it was found that teacher had no knowledge and expertise in conducting researches in primary school level. In terms of quality assessment. In terms of education personal development, the director, teachers, staff and board member had no plan in developing their personal to cope with the 21st center education. In terms of community participation, the institution had no activities with or activities to enhance participation with the public sphere. With regards to the use of technology as instructional media, teachers lack expertise in implementing technology in the teaching and learning.

3. The result of the study in guidelines in the management of academic curriculum and activities at IT Chalermprakiat child care center in accordance to the 21st century education revealed that:

3.1 Plan: the child care center has planned to design the curriculum of children under three years. The curriculum will focus on the local context, provide experience in accordance to the children’s age, and instill awareness in learning and playing in accordance to the four development stages of the primary school children: emotional, mental, social and intellectual developments.

3.2 Do: In order to design an appropriate curriculum for the center, the curriculum should focus on the local way of life that is appropriate to the age of the children, instilling ethics, morals, honesty, society cohabitation, physical and intellectual development.

3.3 Check: The child care center has to have an accurate, reliable and honest assessment and evaluation; including the internal assessment developed in accordance to the educational standards.

3.4 Act: Curriculum revision should be done; the curriculum should emphasize the use of public places in the community as learning resources. These learning resources then can be developed as the community’s permanent learning resources.
