แนวทางการบริหารการมีส่วนร่วมของผู้ปกครองต่องานวิชาการและกิจกรรมตามหลักสูตรของศูนย์พัฒนาเด็กเล็ก เทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารการมีส่วนร่วมของผู้ปกครองต่องานวิชาการ และกิจกรรมตามหลักสูตรของศูนย์พัฒนาเด็กเล็ก เพื่อศึกษาปัจจัยที่มีผลต่อคุณภาพและการดำเนินงานการ บริหารการมีส่วนของผู้ปกครอง ต่องานวิชาการและกิจกรรมตามหลักสูตรของศูนย์พัฒนาเด็กเล็ก และเพื่อ ศึกษาแนวทางการบริหารการมีส่วนร่วมของผู้ปกครองต่องานวิชาการและกิจกรรมตามหลักสูตรของศูนย์ พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย กลุ่มตัวอย่างในการวิจัยครั้งนี้ ประกอบ ด้วย กลุ่มที่ 1 ผู้ปกครองเด็กที่มีเด็กศึกษาอยู่ในศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย ปีการศึกษา 2557 จำนวน 100 คน กลุ่มที่ 2 ผู้บริหารสถานศึกษาและคณะกรรมการสถาน ศึกษา จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม วิเคราะห์ข้อมูลโดยการหาค่าร้อยละและส่วน เบี่ยงเบนมาตรฐาน ผลการศึกษา พบว่า

ตอนที่ 1 ผลการศึกษาสภาพการบริหารการมีส่วนร่วมของผู้ปกครองต่องานวิชาการและกิจกรรม ตามหลักสูตร ของศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย ในภาพรวมมี ระดับ มาก มีค่าเฉลี่ย เท่ากับ 4.09 และมีค่าส่วนเบี่ยงเบนมาตรฐาน เท่ากับ 0.80 เมื่อพิจารณาแต่ละรายการ พบว่า รายการที่มีค่าสูงสุด คือ ด้านการบูรณาการหลักสูตรการศึกษาปฐมวัยพุทธศักราช 2546 ให้สอดคล้อง กับสังคม วัฒนธรรมและภูมิปัญญาท้องถิ่น มีค่าเฉลี่ย เท่ากับ 4.17 และมีค่าส่วนเบี่ยงเบนมาตรฐาน เท่ากับ 0.79 รายการที่มีค่าน้อยที่สุด ได้แก่ ด้านคุณลักษณะที่พึงประสงค์ของเด็กปฐมวัย มีค่าเฉลี่ย เท่ากับ 4.03 และมีค่าส่วนเบี่ยงเบนมาตรฐาน เท่ากับ 0.79

ตอนที่ 2 ผลการศึกษาปัจจัยที่มีผลต่อการบริหารงานวิชาการและกิจกรรมตามหลักสูตรของศูนย์ พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย ที่ส่งผลกับการบริหารงาน ในภาพ รวมมีระดับ มาก เมื่อพิจารณาแต่ละรายการ พบว่า รายการที่มีค่าสูงสุด คือ การบริหารวัสดุในสำนักงาน มี ค่าเฉลี่ย เท่ากับ 4.25 มีค่าส่วนเบี่ยงเบนมาตรฐาน เท่ากับ 0.69 รายการที่มีค่าน้อยที่สุด ได้แก่ ด้านการจัดการ มีค่าเฉลี่ย เท่ากับ 4.18 มีค่าส่วนเบี่ยงเบนมาตรฐาน เท่ากับ 0.71

ตอนที่ 3 เพื่อศึกษาแนวทางการบริหารการมีส่วนร่วมของผู้ปกครองต่องานวิชาการและกิจกรรมตาม หลักสูตรของศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบลบ้านดู่ อำเภอเมือง จังหวัดเชียงราย ผลการศึกษา พบ ว่า

1. ขั้นตอนการวางแผน (Plan) สำรวจความต้องการของผู้ปกครอง นักเรียน ครู คณะกรรมการ สถานศึกษา จัดประชุมระดมความคิดเห็น เพื่อวางแผนการจัดการ การพัฒนาหลักสูตรให้สอดคล้องกับสังคม วัฒนธรรมและภูมิปัญญาท้องถิ่น และวางแผนการบริหารจัดการ การมีส่วนร่วมของผู้ปกครองต่องานวิชาการ และกิจกรรมตามหลักสูตรของศูนย์พัฒนาเด็กเล็ก

2. ขั้นตอนการปฏิบัติงาน (Do) สร้างความเข้าใจร่วมกันระหว่างผู้ปกครองกับผู้บริหารสถานศึกษา และคณะกรรมการสถานศึกษา เพื่อร่วมกันหาแนวทางในการพัฒนา และดำเนินการจัดทำหลักสูตร โดยการ มีส่วนร่วมของผู้ปกครอง นักเรียน ครู คณะกรรมการสถานศึกษา ให้ความสำคัญกับวิถีการดำเนินชีวิตของ คนในชุมชน รวมถึงภูมิปัญญาของท้องถิ่นและนำมาปรับใช้ในการพัฒนาหลักสูตร เพื่อให้เกิดการเรียนรู้ที่ เหมาะสม และส่งเสริมให้ผู้ปกครองเลี้ยงดูเด็กโดยใช้ภูมิปัญญาของท้องถิ่น ให้กินอาหารตามธรรมชาติที่สะอาด ปลอดภัย เล่นของเล่นที่เกิดจากภูมิปัญญาของท้องถิ่น ให้ความรู้เกี่ยวกับคุณลักษณะที่พึงประสงค์ของเด็ก ปฐมวัยและบัญญัติแห่งชาติ 10 ประการแก่ผู้ปกครองเพื่อให้มีการร่วมมือกันระหว่างผู้ปกครองและโรงเรียน ในการส่งเสริมเด็กให้มีคุณลักษณะที่พึงประสงค์ รวมถึงให้ความรู้ในด้านอนามัยและโรคติดต่อเพื่อให้เด็กมี อนามัยที่ดี ชี้แจงคุณลักษณะตามวัยของเด็กให้พ่อแม่ได้เข้าใจเพื่อร่วมกันในการพัฒนาและส่งเสริมพัฒนาการ ด้านต่างๆ

3. ขั้นตอนการตรวจสอบ (Check) การติดตามและประเมินผลการบริหารการมีส่วนร่วมของผู้ ปกครองต่องานวิชาการและกิจกรรมตามหลักสูตรของศูนย์พัฒนาเด็กเล็ก และประชาสัมพันธ์ผลการประเมิน การมีส่วนร่วมของผู้ปกครองต่องานวิชาการและกิจกรรมตามหลักสูตรของศูนย์พัฒนาเด็กเล็ก

4. ขั้นตอนการปรับปรุงแก้ไข (Act) มีการปรับปรุงการบริหารการมีส่วนร่วมของผู้ปกครองต่องาน วิชาการและกิจกรรมตามหลักสูตรของศูนย์พัฒนาเด็กเล็กและให้ผู้ปกครองมีส่วนร่วมเป็นคณะกรรมการสถาน ศึกษาเพื่อให้มีความรู้และเข้าใจในการบริหารงานวิชาการและกิจกรรมตามหลักสูตรร่วมกัน

Guidelines for the Participative Management of the Guardians on Academic and Activity Based on the Curriculum of Child Development Centers under Bandu Sub- District Municipality in Muang District, Chiang Rai Province

The purposes of this research were to study the conditions. The main purpose of their research were to investigate the condition, To examine the factory afflicting the quality and the operation of participatory management, and to Fried out the guidelines for participative management of guardians on the academic and activity based on the curriculum of the child development centers under Bandu Sub- District Municipality in Muang district, Chiang Rai province The samples consisted of two groups: the first was 100 guardians of children who studied in child development centers under Bandu Sub- District Municipality in Muang district, Chiang Rai province in the academic year 2013, and the second was 9, school administrators and the committee of child development centers. The research instrument was a questionnaire. The data were systematically analyzed by using percentage, mean and standard deviation. The results of the study were found that;

Part 1: The overall conditions of participative management of guardians on the academic and activity (based on the curriculum of the child development centers under Bandu Sub- District Municipality in Muang district, Chiang Rai province appeared at the high level. ( = 4.09, S.D.= 0.80) regarding the considered in each item, the integration of early childhood curriculum B.E. 2546 to be relevant to society, culture and local wisdom was ranked at the highest level ( = 4.17, S.D.= 0.79) and the desired behavior of the early child was ranked at the lowest level ( = 4.03, S.D.= 0.79).

Part 2: Factors affecting participative management on the academic and activity (based on the curriculum of the child development centers under Bandu Sub- District Municipality in Muang district, Chiang Rai province) in general, appeared at the high level. In regard to considered in each item, the office supply was ranked at the highest level ( = 4.25, S.D.= 0.69) while the management was ranked at the lowest level ( = 4.18, S.D.= 0.71).

Part 3: The guidelines for participative management of guardians on the academic and activity based on the curriculum of the child development centers (under Bandu Sub- District Municipality in Muang district, Chiang Rai province) the findings revealed as follows:

1. In planning step (Plan), the survey on the need of guardians, students, teachers and the committee of child development centers, including the meeting for brainstorming the opinion to plan for the management on the curriculum development relevant to society, culture and local wisdom and on the participative management of guardians on the academic and activity based on the curriculum of the child development centers should be done.

2. In implementation step (Do), the establishment on the understanding between guardians, administrators and the committee of child development centers should be done to find out the guidelines to develop and to make the curriculum with the participation of all sectors. The way of life and the local wisdom of the community should be considered and encouraged to develop curriculum for the appropriate learning and the support for the guardians to bring up their children by using the local wisdom, eating safe, clean and natural food and play local toys should be done. Moreover, the knowledge on the desired characteristics and 10 National Health Commandments should be provided to guardians for the collaboration between school and guardians on the support children to have a desired characteristics and to be healthy. The age level characteristics should be informed to parents in order increase understanding and co operational work for the child s’ development center properly.

3. In the examination step (Check), the monitoring and evaluation on the participative management of guardians on the academic and activity based on the curriculum of the child development centers and the publication on the result of the evaluation should be implemented.

4. In the improvement step (Act), the participative management of guardians on the academic and activity based on the curriculum of the child development centers should be revised

Besides, the guardians should be the committee of child development centers to gain more knowledge and understanding on academic and activity based on the curriculum of the child development centers.
