แนวทางการบริหารจัดการการมีส่วนร่วมของคณะกรรมการศูนย์พัฒนาเด็กเล็กบ้านผาหมีตามมาตรฐานการดำเนินงานด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่น

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาสภาพการมีส่วนร่วม ศึกษาเหตุและปัจจัยและหาแนวทาง ในการแก้ไขปัญหาการมีส่วนร่วมของคณะกรรมการศูนย์พัฒนาเด็กเล็กบ้านผาหมีตามมาตรฐานการดำเนิน งานด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่น โดยการศึกษาสภาพ และศึกษา เหตุปัจจัย ใช้ประชากรที่เป็นผู้ปกครองเด็ก และคณะกรรมการบริหารศูนย์พัฒนาเด็กเล็ก จำนวน 23 คน การ สนทนากลุ่มใช้ประชากร จำนวน 10 คน ผลการวิจัยพบว่า

1. สภาพการมีส่วนร่วมในการบริหารงานของคณะกรรมการศูนย์พัฒนาเด็กเล็ก โดยรวมทุกด้านอยู่ ในระดับปานกลาง ได้แก่ ด้านการบริหารงาน ด้านการบริหารงบประมาณ ด้านการบริหาร งานบุคคลและ ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก

2. เหตุและปัจจัยที่มีผลต่อการเข้ามามีส่วนร่วม ได้แก่ ด้านบุคลากร เหตุที่ไม่เข้าร่วมเพราะขาด ความสัมพันธ์อันดีระหว่างครูกับชุมชนทำให้ชุมชนไม่ให้การสนับสนุนให้ความร่วมมือ ด้านการบริหารจัดการ ศูนย์พัฒนาเด็กเล็ก ขาดความร่วมมือของชุมชนในการร่วมกิจกรรมกับศูนย์พัฒนาเด็กเล็ก และความเสียสละ ของชุมชนต่อศูนย์พัฒนาเด็กเล็ก ส่วนปัจจัยที่มีผลต่อการเข้ามามีส่วนร่วม ได้แก่ ด้านงบประมาณ การใช้จ่าย เงินงบประมาณของศูนย์พัฒนาเด็กเล็กชุมชนไม่ทราบข้อมูลการใช้จ่ายและไม่มีส่วนร่วมในการใช้จ่ายงบ ประมาณ ด้านวัสดุ อุปกรณ์ วัสดุอุปกรณ์ ไม่พร้อมใช้ในการปฏิบัติงาน ไม่ทันสมัยในการปฏิบัติงานของคณะ กรรมการ

3. แนวทางในการบริหารจัดการการมีส่วนร่วมของคณะกรรมการศูนย์พัฒนาเด็กเล็กมีแนวทางดังนี้ ด้านบุคลากร จัดกีฬาเชื่อมความสัมพันธ์ จัดอบรมให้ความรู้แก่ครู บุคลากรทางการศึกษา โดยเชิญผู้ทรง คุณวุฒิที่มีผลงานในระดับจังหวัดมาให้ถ่ายทอดให้ความรู้ ด้านงบประมาณ ให้องค์กรปกครองส่วนท้องถิ่น จัดสรรงบประมาณให้กับศูนย์พัฒนาเด็กเล็กตามที่ศูนย์พัฒนาเด็กเล็กได้จัดทำแผนการใช้จ่ายเงินที่เสนอไปจัดหางบประมาณสนับสนุนจากบุคคลภายนอกมาพัฒนาศูนย์พัฒนาเด็กเล็กให้มีความสวยงาม เพียงพอต่อ การใช้จัดกิจกรรม ด้านวัสดุ อุปกรณ์ คอยตรวจสอบ ความพร้อมของวัสดุ อุปกรณ์ในการปฏิบัติงานของครู/ บุคลากร จัดหาเทคโนโลยีให้เพียงพอกับการปฏิบัติหน้าที่ของบุคลากร ด้านการบริหารจัดการ ให้ชุมชนเข้า มามีส่วนร่วมในการพัฒนาศูนย์เด็กเล็กโดยแต่งตั้งเป็นคณะกรรมการจัดกิจกรรมที่สำคัญ ร่วมกันพัฒนาศูนย์ พัฒนาเด็กเล็กเกี่ยวกับความสะอาด ความเป็นระเบียบ และการให้บริการ โดยให้ประชาชนเข้ามามีส่วนร่วม ในการบริหารจัดการเพิ่มมากขึ้น

Guidelines for the Management on the Involvement of Ban Pha Mee Child Development Center Committee Based on Operational Standard of Child Development Center Management of Local Administrative Organization

The purposes of this research were to study the conditions of the involvement, causes and factors, and to find out guidelines for the resolution of the involvement of Ban Pha Mee child development center committee based on the operational standard of child development center management of local administrative organization. The population of study consisted of 23 guardians and child development center committee and 10 people were participated in the focus group discussion. The results of the research were found as follows:

1. The overall condition of management of child development center committee’s involvement in every aspect was at the average level which appeared in the administration, the budget management, personnel management, and the child development center management.

2. Regarding the causes and factors affecting to the involvement, the causes of the uninvolvement was the personnel because of lack of the good relationship between teachers and community. In terms of the child development center management, it also lacked of the community’s involvement and the community dedication in the participation with the child development center management’s activities. The factors affecting to the involvement were the budget and the material and equipment. In regards to budget, it revealed that the community did not know the information on the expenditure of the child development center and also lacked of the involvement in using the budget. In terms of the material and equipment, it appeared that they were broken and old.

3. The guidelines for management on the involvement of child development center committee were as follows: In terms of the personnel, the sport should be held to create the good relationship. Besides, the training should be organized for the teachers and educational personnel by inviting the expert in the provincial level to be the guest speaker. In terms of the budget, local administrative organization should allocate the budget as appeared in the child development center s’ proposal. The budget allocation from outside should be done to develop the child development center’ environment and to support the activity organization. In terms of the material and equipment, the material and equipment which supported the operation of the teachers and personnel should be examined and the sufficient technology should be provided. In terms of the management, the committee member should be assigned to be the committee in organizing the important activity and people should be more involved with the management in the development of the child development center namely the cleanliness, neatness, and service providing.
