แนวทางการบริหารจัดการสิ่งแวดล้อมของศูนย์พัฒนาเด็กเล็กเทศบาลตำบลป่าแงะ

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาสภาพ เหตุและปัจจัยสำคัญที่มีผลต่อคุณภาพและการดำเนินงานการบริหาร และเพื่อเสนอแนวทางการแก้ไขปรับปรุง พัฒนาและส่งเสริมการบริหารจัดการสิ่งแวดล้อม ของศูนย์พัฒนาเด็กเล็กเทศบาลตำบล ป่าแงะ

การวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพโดยวิธีการวิเคราะห์ข้อมูลการประเมินการสำรวจการตรวจสอบด้วยการวิเคราะห์ เนื้อหา (Content Analysis) และการสนทนากลุ่มย่อย (Focus Group Discussion) และใช้การสัมภาษณ์แบบสมีโครงสร้างจาก กลุ่มตัวอย่างแบบเจาะจง(purposive sampling) ได้แก่ ผู้ปกครองของเด็กที่มารับส่งเด็กมาที่ศูนย์พัฒนาเด็กเล็กทุกวัน จำนวน 15 คน วิเคราะห์หาค่าความถี่ ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ในการดำเนินการวิจัย ผู้วิจัยได้ออกแบบการวิจัย (Research design) ไว้ 3 ขั้นตอนดังนี้

1. ศึกษาสภาพการดำเนินการบริหารจัดการสิ่งแวดล้อมของศูนย์พัฒนาเด็กเล็กเทศบาลตำบลป่าแงะ ผลการศึกษาพบ ว่า ด้านโครงสร้างอาคารเรียนและอาคารประกอบ ด้านพื้นที่ใช้สอย และด้านมาตรการความปลอดภัย มีคุณภาพตั้งแต่ระดับ ปรับปรุงจนถึงระดับดี ซึ่งมีผลต่อความปลอดภัยและประสิทธิภาพ ประสิทธิผลของดำเนินงานที่เกี่ยวข้องกับการเรียนรู้สำหรับ เด็กปฐมวัยของเด็กศูนย์พัฒนาเด็กเล็กเทศบาลตำบลป่าแงะ

2. ศึกษาเหตุและปัจจัยสำคัญที่มีผลต่อคุณภาพและการดำเนินงานการบริหารจัดการสิ่งแวดล้อมของศูนย์พัฒนาเด็ก เล็กเทศบาลตำบลป่าแงะจากการศึกษาพบว่า ด้านการบริหารคน (Man) ได้แก่ ผู้บริหารของเทศบาล รักษาการหัวหน้าศูนย์ ครู และคณะกรรมการสถานศึกษา ด้านการบริหารจัดการงบประมาณ (Money) ขึ้นอยู่กับผู้กำหนดการจัดสรรงบประมาณ ราย ละเอียดในการบริหารงบประมาณ ด้านการบริหารจัดการวัสดุอุปกรณ์ (Materials) เกี่ยวข้องกับผู้ดำเนินการ การออกแบบและ การก่อสร้าง การจัดซื้อสื่อวัสดุอุปกรณ์สำหรับเด็ก และสุดท้ายคือด้านการบริหารงานทั่วไป (management) เกี่ยวกับการบริหาร จัดการด้วยวงจรคุณภาพคุณภาพของเด็มมิ่ง (PDCA) การกำหนดเป้าหมาย การวางแผนด้านการบริหารจัดการสิ่งแวดล้อมใน แต่ละปี และการมีส่วนร่วม

3. แนวทางการแก้ไขปรับปรุง พัฒนาและส่งเสริมการบริหารจัดการสิ่งแวดล้อม ของศูนย์พัฒนาเด็กเล็กเทศบาลตำบล ป่าแงะ โดยผู้วิจัยได้วิเคราะห์การสนทนา พบว่า การนำหลักการบริหารแบบมีส่วนร่วมและใช้การบริหารแบบวงจรคุณภาพเด็ม มิ่ง (PCDA) สามารถกำหนดแนวทาง 2 แนวทาง คือ 1) แนวทางการพัฒนาการบริหารจัดการสิ่งแวดล้อม 2) แนวทางการจัดทำ แผนการบริหารจัดการสิ่งแวดล้อม

Guidelines for environment management of Pa Ngae Early ChildhoodDevelopment Center.

The objectives of this study were to study condition, causes and factors affecting the quality and the management of environment for Pa Ngae Early Childhood Development Center.

This qualitative research analyzed and validated the data by using content analysis, focus group discussion, and structured interview with the samples. The samples were recruited by purposive sampling comprising 15 parents who accompanied the children to school every day. The data analysis also involved the use of frequency, percentage, mean, and standard deviation. The research design was sectioned into 3 stages as follows:

Study of environment condition of Pa Ngae Early Childhood Development Center showed that main building, and surrounding building, utility area, and safety measures of the center were ranging from poor to good quality. This affected the security, efficiency, and effectiveness of the operation related to child’s learning at Pa Ngae Early Childhood Development Center.

Causes and factors affecting the quality and the operation of the environment management for Pa Ngae Early Childhood Development Center involved four dimensions: 1) Human resources management (Man) were municipality administrators, acting head of the center, teachers, and the committee of education institution; 2) Budget management depended on budget allocation and description of budget management; 3) Materials management involved people in charge of designing and constructing, procurement of equipment and materials for the children; and 4) General management involved the management underlying the Deming wheel or PDCA in setting-up the target, annual management planning of the environment, and participation.

Guidelines for Improvement, development, and promotion of the environment management of Pa Ngae Early Childhood Development Center, the conversation analysis showed that participative management and PCDA could lead to two management guidelines including:
