แนวทางการบริหารจัดการเพื่อส่งเสริมประสิทธิภาพการจัดกิจกรรมพัฒนา ความคิดสร้างสรรค์ของโรงเรียนเทศบาล 5 (แก้วปัญญาอุปถัมภ์) อำเภอเมืองพะเยา จังหวัดพะเยา

Abstract

การศึกษาอิสระครั้งนี้ มีวัตถุประสงค์ 1. เพื่อศึกษาสภาพการบริหารจัดการในการจัดกิจกรรมเพื่อส่ง เสริมประสิทธิภาพการจัดกิจกรรมพัฒนาความคิดสร้างสรรค์ของโรงเรียนเทศบาล 5 (แก้วปัญญาอุปถัมภ์) 2. เพื่อศึกษาเหตุและปัจจัยที่มีผลต่อคุณภาพและการดำเนินงานการบริหารจัดการเพื่อส่งเสริมประสิทธิภาพการ จัดกิจกรรมพัฒนาความคิดสร้างสรรค์ของโรงเรียนเทศบาล 5(แก้วปัญญาอุปถัมภ์) 3. เพื่อหาแนวทางการ บริหารจัดการเพื่อส่งเสริมประสิทธิภาพการจัดกิจกรรมพัฒนาความคิดสร้างสรรค์ของโรงเรียนเทศบาล 5 (แก้วปัญญาอุปถัมภ์) ประชากรที่ใช้ในการศึกษาครั้งนี้ ประกอบด้วยผู้บริหารสถานศึกษาและครูผู้สอน รวม ทั้งสิ้น 18 คน เครื่องมือที่ใช้ในการศึกษาประกอบด้วย แบบสอบถามสภาพการบริหารการจัดกิจกรรมพัฒนา ความคิดสร้างสรรค์ของโรงเรียนเทศบาล 5 (แก้วปัญญาอุปถัมภ์) แบบสอบถามเหตุและปัจจัยที่ส่งผลต่อการ บริหารการจัดกิจกรรมพัฒนาความคิดสร้างสรรค์ของโรงเรียนเทศบาล 5 (แก้วปัญญาอุปถัมภ์) และแบบ สัมภาษณ์แนวทางเพื่อพัฒนาการบริหารจัดการแหล่งเรียนรู้ภายในสถานศึกษา ทำการวิเคราะห์ข้อมูลโดยใช้ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์เนื้อหาสำคัญ (Content Analysis) ผลการวิจัย พบว่า

สภาพการบริหารการจัดกิจกรรมพัฒนาความคิดสร้างสรรค์ของโรงเรียนเทศบาล 5 (แก้วปัญญา อุปถัมภ์) อำเภอเมืองพะเยา จังหวัดพะเยา ตามหลักกระบวนการบริหารงานด้วยวงจรคุณภาพ ( P-D-C-A ) ตามกรอบแนวคิดของเดมมิ่ง (Deming) สรุปผลตามวัตถุประสงค์ของการศึกษาพบว่าโดยภาพรวมมีระดับ คุณภาพอยู่ในระดับมาก ซึ่งเมื่อพิจารณาแยกเป็นรายด้านพบว่า การปฏิบัติในแต่ละด้านที่มีค่าเฉลี่ยสูงสุดสาม อันดับแรก ได้แก่ ด้านการวางแผนการบริหารจัดการพัฒนาความคิดสร้างสรรค์(Plan) รองลงมาได้แก่ ด้าน การดำเนินงานบริหารจัดการพัฒนาความคิดสร้างสรรค์(Do) ถัดมา ได้แก่ ด้านการนำผลการประเมินการจัด กิจกรรมไปใช้ในการบริหารจัดการพัฒนาความคิดสร้างสรรค์ (Act)

เหตุและปัจจัยสำคัญที่ส่งผลต่อการบริหารการจัดกิจกรรมพัฒนาความคิดสร้างสรรค์ของโรงเรียน เทศบาล 5 (แก้วปัญญาอุปถัมภ์) อำเภอเมืองพะเยา จังหวัดพะเยา ตามแบบการบริหารทรัพยากร (4 Ms) สรุปผลตามวัตถุประสงค์ของการศึกษาพบว่าโดยภาพรวมมีระดับการส่งผลต่อการบริหารการจัดกิจกรรม พัฒนาความคิดสร้างสรรค์ของโรงเรียนอยู่ในระดับมาก ซึ่งเมื่อแยกเป็นรายด้านพบว่า ระดับการส่งผลในแต่ละ ด้านที่มีค่าเฉลี่ยสูงสุดสามอันดับ ได้แก่ ด้านครู (Man) รองลงมาได้แก่ ด้านอาคารสถานที่วัสดุและอุปกรณ์ (Material) ถัดมาได้แก่ ด้านงบประมาณ (Money)

แนวทางเพื่อการบริหารจัดการเพื่อส่งเสริมประสิทธิภาพการจัดกิจกรรมพัฒนาความคิดสร้างสรรค์ ของโรงเรียนเทศบาล 5 (แก้วปัญญาอุปถัมภ์) ตามหลักกระบวนการบริหารงานด้วยวงจรคุณภาพ (P-D-C-A) ตามกรอบแนวคิดของเดมมิ่ง (Deming) 1. ด้านการวางแผนการบริหารการจัดกิจกรรมพัฒนาความคิด สร้างสรรค์ (Plan) ควรมีการวางแผนพัฒนาครูให้มีบทบาทหน้าที่ในการจัดกิจกรรมพัฒนาความคิดสร้างสรรค์ ให้มีประสิทธิภาพ จัดกิจกรรมการเรียนรู้โดยใช้กิจกรรมที่ส่งเสริมความคิดที่หลากหลาย จัดบรรยากาศและ สภาพแวดล้อมที่เอื้อต่อการเรียนรู้ และมีกระบวนการเรียนรู้โดยเน้นผู้เรียนเป็นสำคัญให้เต็มศักยภาพ การใช้ สื่ออุปกรณ์ นวัตกรรม เทคโนโลยี ให้เกิดประโยชน์สูงสุด โดยให้ผู้ปกครองได้เข้ามามีส่วนร่วมในการจัดการ ศึกษา 2. ด้านการดำเนินงานบริหารการจัดกิจกรรมพัฒนาความคิดสร้างสรรค์(Do)ควรจัดอบรมเชิงปฏิบัติ การด้านการพัฒนาทักษะการสอนและปรับเปลี่ยนกระบวนทัศน์ในการจัดการเรียนรู้วิธีใหม่แก่ผู้เรียน มี รายวิชา/กิจกรรมที่หลากหลาย จัดหาหรือสร้างกิจกรรมที่แปลกๆใหม่ โดยให้เด็กได้ลงปฏิบัติผ่านประสบการณ์ จริง จัดให้ครูมีเวลาปฏิบัติงานด้านการพัฒนาการเรียนการสอนอย่างเต็มที่ สร้างบรรยากาศแห่งการเรียนรู้ ให้บุคลากรเกิดการใฝ่รู้ จัดหาสื่อ วัสดุอุปกรณ์ ทั้งที่เป็นเทคโนโลยีและสื่ออื่นๆ ให้พร้อมและกระตุ้นให้ครูใช้ ประโยชน์จากสื่อเหล่านี้ เพื่อพัฒนาคุณภาพการคิดสร้างสรรค์ของนักเรียน 3. ด้านการตรวจสอบ ทบทวน ติดตามการจัดกิจกรรมพัฒนาความคิดสร้างสรรค์(Check) ควรมีการนิเทศแบบกัลยาณมิตรด้วยกิจกรรมการ นิเทศที่หลากหลาย ประเมินบุคลากร ตามจรรยาบรรณวิชาชีพ โดยยึดแนวทางการประเมินตามเกณฑ์การ พัฒนาคุณภาพของสำนักงานรับรองมาตรฐานและประกันคุณภาพการศึกษา (สมศ.) จัดทำเป็น SAR 4. ด้าน การนำผลการประเมินการจัดกิจกรรมพัฒนาความคิดสร้างสรรค์ไปใช้ (Act)ควรมีการพัฒนาบุคลากรอย่างต่อ เนื่องและใช้วิธีการบริหารงานบุคคลเข้ามาใช้ เพื่อเพิ่มขีดความสามารถของบุคลากรที่มีอยู่ให้สามารถร่วม ดำเนินการตามเป้าหมายนำข้อมูลที่ได้ไปใช้ในการปรับปรุง ส่งเสริมและพัฒนาการจัดกิจกรรมความคิด สร้างสรรค์ให้เอื้อต่อการเรียนรู้ เพื่อเป็นแนวทางให้ ผู้บริหารและคณะครูดำเนินการบริหารการจัดกิจกรรมที่ สอดคล้องสัมพันธ์กัน เป็นไปในทิศทางที่โรงเรียนกำหนด

Management Guidelines for Enhancing the Efficiency in the Development of Creative activities at Tessaban 5 School, Muang Phayao District, Phayao Province

The purpose of this research was to study the management guidelines for enhancing the efficiency in the development of creative activities of Tessaban 5 School, Muang- Phayao district, Phayao province. The populations in this research were 18 persons consisting with the school principal and teachers. The instruments used in the study were: 1) the questionnaire enquiring about the circumstances of Tessaban 5 School’s management for enhancing the development of creative activities, 2) the questionnaire investigating about the causes and factors which affect the management for enhancing the development of creative activities of Tessaban 5School, and 3) the interview forms to inquire the processes for improving the in-school learning resource administration. The collected data was analyzed with the percentage, the average score, the standard deviation and the content analysis.

The results of the study were as follows.

The circumstances of Tessaban 5 School’s management for enhancing the development of creative activities, summarized by the research’s objectives found that the overall of quality level was in high rank. When considering in each aspect separately, the first 3 top aspects which get the highest average scores respectively were the Plan; administration planning for the development of creative activities, The Do; the administration operating for the development of creative activities and the Act; the adoption of evaluation results for the development of creative activities.

The causes and the factors which affect the operation of the management for enhancing the development of creative activities, the overall view, summarized by the research’s objectives, indicating that was in high rank. By considering in each aspect separately, the first 3 aspects of highest average scores were The Man (the teachers), the Material (the premises and equipments) and the Money (the budgets) respectively.

The administration guidelines for enhancing the efficiency in the development of creative activities were summarized as follows 1) the administration planning for the development of creative activities (plan) should be planned to develop the teachers having the roles and the responsibilities in setting the creative activities efficiently, setting the learning activities by various activities which enhancing the children’s creative thinking, setting the atmosphere and the environment conducive to learning, and having the student centered learning processes. Moreover the teaching materials, the innovations and the learning technology have to be used with the maximum benefit and the parents should be involved in education management.2) the administration operating for the development of creative activities (Do) should have the workshop training for developing the teaching skills and adjusting the paradigm in the new theory of learning process for the learners. Moreover, the subjects and activities should be various. Creating the new and exotic activities for the learners which let them be able to do by themselves. So they will get the real experiences. Giving teachers the time to develop their learning processes fully. Setting the learning atmosphere for the knowledge seeking. Supplying all the learning materials completely and motivating teachers to apply them for developing the quality of students’ creative thinking. 3) The examining, reviewing and tracing of the creative development activities (Check) should have the friendly supervision with the vary supervision methods. The personnel estimation should be done by following the professional ethics with the quality development criterions of the National Education Standards and Quality Assessment (ONESQA), and manipulating the SAR. 4) the adoption of evaluation results for the development of creative activities(Act), the personnel development should be done continually with the personnel management methods to empowerment their staffs for being involved the organization target. The collected data from the evaluation results should be used for adjusting, enhancing and developing the operations for the development of creative activities and will be the guideline for the school administrator and teachers in setting the activities accordingly and relatively with the school’s target.
