Abstract

This research has the objectives: 1) to study the roles and duties of the labor management system during the administration of change in the labor management system during special circumstances (ncpo); 2) to study the elements that affect the operation of the labor management system. management of change in the labor management system during special circumstances (ncpo); 3) to study the operational guidelines of the labor management system and management to the system of labor administration in special situations (ncpo) corresponding to 4.0 policy and strategy in depth interviews. consists of 3 groups of persons involved: information providers group 1 is the government agency or 2 delegates. the data provider group 2 is the private sector representative. or 5 delegates, and the group of informants, 3 stakeholders, namely the labor development organization of Thailand council company employee representative Toyota motor Thailand co., ltd. by group discussion of 2 groups, each group of 20 people, analyze data from in-depth interviews analyze various documents, analyze analysis and explaining the phenomenon. The results of the research found that: the roles and duties in compliance with the policy of the labor agency can be difficult to do because the policy is defined by the top management which may not be aware of obstacles at the operational level causing the implementation of most policies to not achieve the desired results, such as policies on the development of Thai labor standards in order for the establishment to pass the Thai labor standards certification elements that affect the operation of the labor system during special circumstances (ncpo). there is no definite long-term policy. change according to the top management causing lack of continuity and guidelines for labor operations in various matters, including the formulation, development, form and guideline for labor welfare arrangements for all target groups of workers, promotion, support and implementation of employers and labor users with appropriate labor welfare arrangements, supervision of compliance with labor welfare laws and promote and develop networks, development of information technology systems for labor welfare.
