5 MAY 2014 CHIANG RAI EARTHQUAKE LESSON LEARNED FOR FUTURE EARTHQUAKE PREPAREDNESS

Abstract

การถอดบทเรียนเป็นการจัดการองค์ความรู้อย่างหนึ่งจากปัญหาที่ได้เคยประสบมา เพื่อจะเป็นประโยชน์ต่อการรับมือในอนาคต บทความนี้เป็นการนำเสนอข้อมูลกิจกรรมการตอบสนองแผ่นดินไหวขนาด 6.3  เมื่อวันที่ 5 พฤษภาคม 2557 บริเวณรอยเลื่อนพะเยา ในเขตอำเภอพาน จังหวัดเชียงรายที่ผ่านมา จากหน่วยงานที่เกี่ยวข้องได้แก่  โยธาธิการและผังเมืองจังหวัดเชียงราย และศูนย์ป้องกันและบรรเทาสาธารณภัยเขต 15  และประสบการณ์จากการเข้าพื้นที่   ข้อมูลดังกล่าวได้ผ่านการวิเคราะห์เป็นกรณีศึกษาและให้ความเห็น ทั้งนี้เพื่อให้เกิดการเรียนรู้แนวทางการเตรียมพร้อมเพื่อรับมือเหตุการณ์ และการตอบสนองต่อภัยแผ่นดินไหวที่อาจจะเกิดขึ้นในอนาคตได้อย่างมีประสิทธิภาพ

Lesson learned is a knowledge management protocol from the experienced problem for future problem preparedness. This article presents the responsive activities on the 5 May 2014 Chiang Rai earthquake on Phayao fault in Phan district of governmental agencies including Department of Public works and Town & Country and planning, and Chiang Rai Disaster Prevention and Mitigation Center (DPMRC 15) with the author’s field investigations. Such data have been analyzed as a case study leading to comments to achieve the disaster preparedness and effective earthquake responses for a future earthquake.
