Elements of Good Governance in Schools

Abstract

The purpose of this article was to present that good governance is not an international principle, but it should be applied to fit with social contexts. In schools, appropriate good governance, which is relevant to schools, should consist of rules of law, morality, transparency, participation, accountability, value for money, security and relevance principles. When all of those principles are applied to school administration, it surely takes education to the goal which is high-quality learners: good, smart and happy learners. Besides, good governance can help solve any difficulties in organizational administration.

องค์ประกอบของธรรมาภิบาลในโรงเรียน

บทความนี้มีวัตถุประสงค์ในการนำเสนอว่าหลักธรรมาภิบาลนั้น มิได้เป็นหลักการที่เป็นสากล หากแต่ต้องนำไปปรับใช้ให้สอดคล้องกับบริบทของสังคม ซึ่งในกรณีองค์การประเภทโรงเรียนนั้น หลักธรรมาภิบาลที่น่าจะมีความสอดคล้องเหมาะสมกับบริบทของโรงเรียนควรประกอบไปด้วย หลักนิติธรรม หลักคุณธรรม หลักความโปร่งใส หลักการมีส่วนร่วม หลักความรับผิดชอบ หลักความคุ้มค่า หลักความมั่นคง และหลักเป้าหมายสอดคล้องต่อสังคม ซึ่งทั้งแปดหลักการนี้จะบูรณาการอยู่ในการบริหารงานของโรงเรียนและนำไปสู่เป้าหมายสุดท้ายของการจัดการศึกษา คือ การทำให้ผู้เรียนมีคุณภาพ คือ เป็นคนดี คนเก่ง และคนมีความสุข นอกจากนี้ยังช่วยแก้ไขปัญหาการบริหารงานภายในองค์การได้อีกด้วย
