Quality of the Thai Education and Directive Principle of Fundamental State Policy

Abstract

Directive principle of fundamental state policy under the law on educational public service is a crucial fundamental service for human resources to have an opportunity to receive education. The government is directly responsible for managing education, of which the operation of public service management by government is vital for national interest. Thus, the procedure conducted by the government needs to allocate equal opportunity to all citizens and develop them continuously. Furthermore, another essential factor is educational management quality, which must conform strictly with the law frame of educational regulation. If the national educational standard does not achieve the objectives under the law, the government must take responsibilities of the citizens.

คุณภาพการศึกษาไทยกับมาตรฐานการบริการสาธารณะของรัฐ

แนวนโยบายพื้นฐานแห่งรัฐตามกฎหมายในการจัดการบริการสาธารณะด้านการศึกษาเป็นการบริการพื้นฐานสำคัญที่ทรัพยากรมนุษย์จะมีโอกาสได้รับการศึกษาอบรม และรัฐเองมีหน้าที่โดยตรงในการบริหารจัดการ ซึ่งการดำเนินกิจการของรัฐในการจัดการบริการสาธารณะมีความสำคัญเพื่อประโยชน์ส่วนรวมของชาติ ดังนั้น การดำเนินกิจการของรัฐนอกจากจะต้องจัดสรรให้ประชาชนทุกคนอย่างเสมอภาคไม่เหลื่อมล้ำเพียงพอทั่วถึง และพัฒนาอย่างต่อเนื่องแล้ว สิ่งที่สำคัญอีกประการหนึ่งคือคุณภาพของการจัดการศึกษา ต้องเป็นไปตามกรอบที่กฎหมายวางหลักเกณฑ์ที่เกี่ยวกับการศึกษาไว้อย่างเคร่งครัด เพราะหากมาตรฐานการศึกษาของรัฐไม่บรรลุวัตถุประสงค์ตามกฎหมาย รัฐต้องรับผิดชอบต่อประชาชน
