The Proposed Policy for Participatory Budgeting Administration of the Local Administrative Organization of the Central Northeastern Thailand

Abstract
The objectives of this research were to investigate: Factors influencing the effectiveness of participatory budget management of local administrative organizations. The population in this research was 722 local administrative organizations in the central northeastern region of Thailand. The sample comprised 258 local administrative organization s of which each included 3 persons: president of the local administrative organization, chair of the council of local administrative organization, and permanent secretary for the local administrative organization. The multi-stage sampling was conducted. The instrument used in data collection was a questionnaire; and statistics used in data collection were frequency, percentage, mean, standard deviation, Pearson’s correlation coefficient, and multiple regression analysis.Findings of the research revealed as follows. Factors influencing the effectiveness of budget management of local administrative organizations in the central northeastern region of Thailand with statistical significance at the .05 level included budget management by adhering to the principles of good governance and good society, and public participation in budget management by having the relationship value of .551. Both of the factors could jointly predict the effectiveness of budget management of local administrative organizations in the central northeastern region of Thailand at 30.30 percent, whereas the remaining 69.70 percent was due to the influence of other variables.
