รูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร

Abstract

This research was a qualitative and quantitative research with following objectives: 1) to examine condition of promotion management of desirable characteristics of students in basic educational institutes under the Office of Yasothon Primary Educational Service Area; 2) to create and check a model of promotion management of desirable characteristics of students in basic educational institutes under the Office of Yasothon Primary Educational Service Area; and 3) to evaluate feasibility and appropriateness of applying a management model for promoting desirable characteristics of students in basic educational institutes under the Office of Yasothon Primary Educational Service Area. Meantime, the research was divided into three phases. First, study promotion management of desirable characteristics of students in basic educational institutes under the Office of Yasothon Primary Educational Service Area. The sample group comprised of executives and school committee members from 78 schools under the Office of Yasothon Primary Educational Service Area. The sample group was derived from stratified random sampling with schools as strata and schools are a sampling unit. Each school consisted of a director and school committee members. And, there were a total of 312 informants. In addition, 15 experts and specialists were interviewed. They were executives of basic schools, experts on educational management and experts on human resources development. Second, create and check a model of promotion management of desirable characteristics of students in basic educational institutes under the Office of Yasothon Primary Educational Service Area by five experts and specialists who had relevant knowledge/ experiences on 

management of promoting desired characteristics. Third, evaluate feasibility and appropriateness of applying management model for promoting desirable characteristics of students in basic educational institutes under the Office of Yasothon Primary Educational Service Area. The sample group contained executives, school committee members and lecturers from 30 schools under the Office of Yasothon Primary Educational Service Area including 10 large schools, 10 middle schools and 10 small schools. The sample group was gained from purposive sampling. Each school comprised a director, school committee members and first to sixth grade lecturers totaling 300 persons. The tools used in this research were composed of questionnaire, semi-structure interview, model correctness and appropriateness evaluation test, feasibility and application appropriateness evaluation test. Additionally, statistics employed for this research were percentage, mean and standard deviation.   Findings indicated that:1. The overall of management on promoting desirable characteristics of students in basic educational institutes under the Office of Yasothon Primary Educational Service Area was at the highest level. For each aspect, physic, knowledge and behavior were at the highest level and mind was at high level. 2. Management model on promoting desirable characteristics of students in basic educational institutes under the Office of Yasothon Primary Educational Service Area composed of 1) planning; 2) operation; 3) examination and evaluation; and 4) development and improvement.  And 3. The overall of feasibility and appropriateness of management model on promoting desirable characteristics of students was at the highest level.

การวิจัยครั้งนี้เป็นการดำเนินการวิจัยในเชิงปริมาณและเชิงคุณภาพ โดยมีความมุ่งหมายของการวิจัยคือ 1) เพื่อศึกษาสภาพการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร 2) เพื่อสร้างและตรวจสอบรูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร และ 3) เพื่อประเมินความเป็นไปได้และความเหมาะสมในการนำรูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธรไปใช้ การวิจัยแบ่งออกเป็น 3 ระยะ คือ ระยะที่ 1 เป็นการศึกษาสภาพการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร กลุ่มตัวอย่าง ได้แก่ ผู้บริหาร และคณะกรรมการสถานศึกษาในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร จำนวน 78 โรง ได้มาโดยการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) โดยมีสถานที่ตั้งโรงเรียนเป็นชั้น (Strata) และโรงเรียนเป็นหน่วยการสุ่ม (Sampling Unit) แต่ละโรงประกอบด้วย ผู้อำนวยการ และคณะกรรมการสถานศึกษา รวมจำนวนผู้ให้ข้อมูลทั้งสิ้น 312 คน และมีผู้ทรงคุณวุฒิและผู้เชี่ยวชาญที่ให้ข้อมูลในการสัมภาษณ์ จำนวน 15 คน ประกอบด้วย ผู้บริหารสถานศึกษาในสถานศึกษาขั้นพื้นฐานผู้เชี่ยวชาญด้านการบริหารการศึกษา และผู้เชี่ยวชาญด้านการพัฒนาทรัพยากรมนุษย์ ระยะที่ 2 เป็นการสร้างและตรวจสอบรูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร โดยผู้ทรงคุณวุฒิและผู้เชี่ยวชาญที่มีความรู้ความสามารถ / ประสบการณ์ที่เกี่ยวข้องกับการบริหารจัดการการเสริมสร้างลักษณะอันพึงประสงค์ จำนวน 5 คน และ ระยะที่ 3 เป็นการประเมินความเป็นไปได้และความเหมาะสมในการนำรูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา

ยโสธรไปใช้ กลุ่มตัวอย่าง ได้แก่ ผู้บริหาร คณะกรรมการสถานศึกษา และครูในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร จำนวน 30 โรง เป็นโรงเรียนขนาดใหญ่  10 โรง ขนาดกลาง 10 โรง และขนาดเล็ก 10 โรง ได้มาโดยการเลือกแบบเจาะจง (Purposive Sampling) แต่ละโรงประกอบด้วย ผู้อำนวยการ คณะกรรมการสถานศึกษา และครูประจำชั้นป.1 - ป.6 รวมจำนวนทั้งสิ้น 300 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้าง แบบประเมินความถูกต้องและความเหมาะสมของรูปแบบ แบบประเมินความเป็นไปได้และความเหมาะสมในการนำรูปแบบไปใช้ สถิติที่ใช้ในการวิจัย ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน  ผลการวิจัยพบว่า 1. การบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้านพบว่า อยู่ในระดับมากที่สุด 3 ด้าน ได้แก่ ด้านร่างกาย ด้านความรู้ และด้านความประพฤติ และอยู่ในระดับมาก 1 ด้าน ได้แก่ ด้านจิตใจ 2. รูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร ประกอบด้วย 1) การวางแผน 2) การดำเนินงาน 3) การตรวจสอบและประเมินผล และ 4) การพัฒนาและปรับปรุง และ 3. ความเป็นไปได้และความเหมาะสมของรูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียน โดยภาพรวมอยู่ในระดับมากที่สุด
