EXTRA-BUDGETARY OF THE OFFICE OF THE NATIONAL BROADCASTING AND TELECOMMUNICATIONS COMMISSION

Abstract

This article concluded that extra-budgetary the Office of NBTC is inconsistent with good fiscal discipline, an independent organs authorized to impose its own levies and disburse such an income before being transmitting as public revenue. Moreover, the Office of NBTC also has a power to approve its own budgets regardless of the National Assembly’s approval procedure. The author is, thus, of opinion that some provisions should be amended in order to enforce the Office’s budgetary administration to conform to good fiscal discipline and maintain its independence without any effects in its operations.
