Cost of Producing Public Health Students of Bachelor s Degree and Master's Degree of Khon Kaen University, Fiscal Year 2000 (ต้นทุนการผลิตบัณฑิตและมหาบัณฑิตสาขาวิชาต่าง ๆ ของคณะสาธารณสุขศาสตร์ มหาวิทยาลัย ขอนแก่น ปีงบประมาณ 2543)

Abstract

This study concerned of the cost of producing public health student of bachelors degree and masters degree of Khon Kaen University, fiscal year 2000. The cost was considered on the provider viewpoint and the account perspective. The data were collected by the retrospection in fiscal year 2000. Cost center of the study was classified into 2. They were the support of producing bachelor and master student group and the producing bachelor and master student group. In each group, there were 10 cost centers and 6 cost centers, respectively. The allocation of the support of producing bachelor and master student groups direct cost to the producing bachelor and master student group with the simultaneous equation method. After that, the unit cost of each cost center was calculated. There were 3 output units; i.e. the enrolled student, the student credit hour and the full time equivalent student. The calculation of unit cost was considered on 2 level, department and faculty level. The result found that the full cost of public health faculty, Khon Kaen University was 27,099,147.11 baht in fiscal year 2000. It was 94.7 percent of full cost from government fund and 5.3 percent of full cost from faculty fund. The ratio of labor cost to material cost to capital cost was 8 to 1 to 2.3. The direct cost of the support of producing bachelor and master student group was 32.0 percent of full cost; the producing bachelor and master student group was 68.0 percent of full cost. The cost center of producing bachelor and master student group that had the most unit cost was Nutrition department, the next was Epidemiology department, Public Health Administration department, Environmental Health Science department and Health Education department, respectively. The department that had the least unit cost was the Biostatistics and Demography department. The cost of per student for bachelor degree in Sanitary Science major, Occupational Health and Safety major, Public Health major were 158,788.04 baht, 167,384.85 baht, 182,836.33 baht and were 97,202.72 baht, 122,806.10 baht, 64,680.63 baht, 143,260.63 baht, 126,133.74 baht and 218,073.16 baht for master degree in Environmental Health major (regular curriculum), Environmental Health major (extra curriculum), Biostatistics major, Biostatistics major (study in English), Public Heath and Community Nutrition major, respectively.

การศึกษานี้มีวัตถุประสงค์เพื่อวิเคราะห์ต้นทุนการผลิตบัณฑิตและมหาบัณฑิต สาขาวิชาต่าง ๆ ของคณะ สาธารณสุขศาสตร์ มหาวิทยาลัยขอนแก่น ในมุมมองของผู้ให้บริการ และพิจารณาต้นทุนทางการบัญชี เก็บข้อมูลย้อนหลังในปีงบประมาณ 2543 โดยแบ่งหน่วย ต้นทุนในการศึกษาออกเป็น 2 กลุ่มหน่วยต้นทุน ได้แก่ กลุ่มหน่วยต้นทุนสนับสนุนการ ผลิตบัณฑิตและมหาบัญฑิตซึ่งมีหน่วยต้นทุนทั้งหมด 10 หน่วยต้นทุน และกลุ่มหน่วยต้นทุน การผลิตบัณฑิตและมหาบัณฑิตมีหน่วยต้นทุนทั้งหมด 6 หน่วยต้นทุน และกระจายต้นทุนรวม ทางตรงของกลุ่มหน่วยต้นทุนสนับสนุนการผลิตบัณฑิตและมหาบัณฑิตมาให้แก่กลุ่มหน่วย ต้นทุนการผลิตบัณฑิตและมหาบัณฑิตโดยวิธีสมการเส้นตรง จากนั้นคำนวณต้นทุนทั้งหมด ต่อหน่วยผลงาน โดยกำหนดหน่วยผลงานออกเป็น 3 ลักษณะ คือ นักศึกษาหัวจริง หน่วยกิต นักศึกษา และนักศึกษาเต็มเวลา ซึ่งการคำนวณต้นทุนทั้งหมดต่อหน่วยผลงานได้แบ่งออก เป็น 2 ระดับ คือ ต้นทุนทั้งหมดต่อหน่วยผลงานระดับภาควิชา และระดับคณะ แล้วจึง วิเคราะห์ต้นทุนการผลิตบัณฑิตและมหาบัณฑิตสาขาวิชาต่าง ๆ ผลการศึกษา พบว่า ในปีงบประมาณ 2543 คณะสาธารณสุขศาสตร์ มหาวิทยาลัยขอนแก่น มีต้นทุนทั้งหมด 27,099,147.11 บาท โดยคิดเป็นเงินงบประมาณแผ่นดินเท่ากับ ร้อยละ 94.7 ของต้นทุนทั้งหมด และเงินรายได้เท่ากับ ร้อยละ 5.3 ของต้นทุนทั้งหมด มีอัตราส่วน ของต้นทุนค่าแรงต่อต้นทุนค่าวัสดุและต่อต้นทุนค่าลงทุนเท่ากับ 8 ต่อ 1 ต่อ 2.3 สำหรับ ต้นทุนรวมทางตรงของกลุ่มหน่วยต้นทุนสนับสนุนการผลิตบัณฑิตและมหาบัณฑิตเท่ากับร้อยละ 32.0 ของต้นทุนทั้งหมด และกลุ่มหน่วยต้นทุนการผลิตบัณฑิตและมหาบัณฑิตเท่ากับร้อยละ 68.0 ของต้นทุนทั้งหมด ภาควิชาโภชนวิทยามีต้นทุนทั้งหมดต่อหน่วยผลงานทั้ง 3 หน่วยผลงาน สูงที่สุด รองลงมา คือภาควิชาระบาดวิทยา ภาควิชาบริหารงานสาธารณสุข ภาควิชาวิทยาศาสตร์ อนามัยสิ่งแวดล้อม และภาควิชาสุขศึกษา ตามลำดับ ในขณะที่ภาควิชาชีวสถิติและ ประชากรศาสตร์มีต้นทุนทั้งหมดต่อหน่วยผลงานทั้ง 3 หน่วยผลงานต่ำที่สุด ในส่วนของ ต้นทุนการผลิตบัณฑิตและมหาบัณฑิตสาขาวิชาต่าง ๆ ระดับบัณฑิต หลักสูตรวิทยาศาสตรบัณฑิต (สาธารณสุขศาสตร์) สาขาวิชาวิทยาศาสตร์สุขาภิบาล มีต้นทุนต่อหัวบัณฑิตเท่ากับ 158,788.04 บาทต่อคน หลักสูตรวิทยาศาสตร์บัณฑิต (สาธารณสุขศาสตร์) สาขาวิชา อาชีวอนามัยและความปลอดภัย มีต้นทุนต่อหัวบัณฑิตเท่ากับ 167,384.85 บาทต่อคน และ หลักสูตรสาธารณสุขศาสตรบัณฑิต มีต้นทุนต่อหัวบัณฑิตเท่ากับ 182,836.33 บาทต่อคน ระดับมหาบัณฑิต หลักสูตรสาธารณสุขศาสตรมหาบัณฑิต สาขาวิชาอนามัยสิ่งแวดล้อม (ภาคปกติ) มีต้นทุนต่อหัวมหาบัณฑิตเท่ากับ 97,202.72 บาทต่อคน หลักสูตรสาธารณสุขศาสตรมหาบัณฑิต สาขาวิชาอนามัยสิ่งแวดล้อม (ภาคพิเศษ) มีต้นทุนต่อหัวมหาบัณฑิตเท่ากับ 122,806.10 บาท ต่อคน หลักสูตรสาธารณสุขศาสตรมหาบัณฑิต สาขาวิชาชีวสถิติ มีต้นทุนต่อหัวมหาบัณฑิต เท่ากับ 64,680.63 บาทต่อคน หลักสูตรสาธารณสุขศาสตรมหาบัณฑิต สาขาวิชาชีวสถิติ (ศึกษาเป็นภาษาอังกฤษ) มีต้นทุนต่อหัวมหาบัณฑิตเท่ากับ 143,260.63 บาทต่อคน และหลักสูตร สาธารณสุขศาสตรมหาบัณฑิต มีต้นทุนต่อหัวมหาบัณฑิตเท่ากับ 126,133.74 บาทต่อคน และ หลักสูตรสาธารณสุขศาสตรมหาบัณฑิต สาขาวิชาโภชนศาสตร์ชุมชน มีต้นทุนต่อหัวมหาบัณฑิต เท่ากับ 218,073.16 บาทต่อคน
