20 Years of Decent Work and Labour Governance in Global Supply Chains

Abstract

From 1999 to 2019, An ambiguity of decent work to the interpretation of six discussions, which are (a) Integration of four strategic objectives to the new policy. (b) Implementation of decent work at the country level. (c) Decent work becomes to global goals. (d) Role of the director-general. (e) Hegemony of the International Labour Organization (ILO). (f) Formulation of indicators and measurement. After that, decent work is developed to a new paradigm of the ILO and lead to social upgrading in global supply chains. This perspective is called ‘global labour governance’, including public governance, private governance, and social governance. Furthermore, the governance not limited to labour standards but expand the role of technical cooperation. Meanwhile, the Decent Work Country Programme (DWCP) is faced by some problems because member states lack of participation and non- binding instrument.
