การสังเคราะห์สถานภาพความรู้เกี่ยวกับการกระจายอำนาจในรอบสองทศวรรษ : ข้อเสนอแนะสู่การศึกษาในบริบทของสังคมไทย

บทคัดย่อ

บทความนี้มีวัตถุประสงค์ 1) สังเคราะห์สถานภาพความรู้เกี่ยวกับการกระจายอำนาจซึ่งศึกษาผ่านดุษฎีนิพนธ์ระดับปริญญาเอกและงานวิจัยในรอบสองทศวรรษที่ผ่านมาจำนวนทั้งหมด 21 เรื่อง 2) โดยทำการจัดกลุ่มการศึกษา พิจารณาข้อจำกัด จุดแข็งของแต่ละการศึกษา และ  3) เสนอแนะการศึกษาเกี่ยวกับการกระจายอำนาจที่มีความสอดคล้องกับบริบทของสังคมไทย การศึกษา พบว่า งานวิจัยเกี่ยวกับการกระจายอำนาจสามารถแบ่งออกเป็น 4 กลุ่ม ได้แก่ 1) กลุ่มการศึกษาแบบมุมมองเชิงสถาบันภายในองค์กรปกครองส่วนท้องถิ่น (Institutional Approach within Local Governments) 2) กลุ่มการศึกษาโครงสร้างความสัมพันธ์ระหว่างรัฐบาลและองค์กรปกครองส่วนท้องถิ่น 3) กลุ่มการศึกษาเกี่ยวกับอิทธิพลหรือผลกระทบของการกระจายอำนาจ (Influence and Impact of Decentralization) 4) กลุ่มการศึกษาแบบผสมผสาน ซึ่งมีวัตถุประสงค์การศึกษาหลากหลายและผลการศึกษามีความใกล้เคียงกับการศึกษาของกลุ่มที่ 1-3 อย่างไรก็ตามผลงานวิจัยแต่ละกลุ่มต่างมีจุดแข็งและข้อจำกัดของการศึกษาแตกต่างกัน ข้อเสนอของการศึกษาเกี่ยวกับการกระจายอำนาจที่มีความสอดคล้องกับบริบทของสังคมไทยจึงอยู่บนพื้นฐานการพิจารณาเพิ่มขอบเขตการศึกษาที่ให้ความสำคัญกับเงื่อนไขของภาคประชาชน โดยอาจทำการศึกษาคุณลักษณะของประชาชน บทบาทภาคประชาชน ทัศนคติ ความเชื่อ ที่แตกต่างกันของประชาชนตามคุณลักษณะเหล่านั้นบนพื้นฐานแนวคิดความเป็นประชาธิปไตยระดับท้องถิ่น (Local Democracy) ที่มีความเหมาะสมต่อการกระจายอำนาจ (Decentralization) เพื่อก่อให้เกิดความสอดคล้องกับบริบทสังคมไทย
