บทคัดย่อ

การท่องเที่ยวเชิงการแพทย์ในประเทศไทยได้รับความนิยมที่เพิ่มขึ้นมาโดยลำดับในช่วง 10 ปีที่ผ่านมา และเป็นอีกหนึ่งยุทธศาสตร์ของกระทรวงการท่องเที่ยวและกีฬาในการสร้างรายได้ให้แก่ประเทศ การท่องเที่ยงเชิงการแพทย์มีความหมายเฉพาะสำหรับการที่นักท่องเที่ยวชาวต่างชาติเดินทางออกจากประเทศตนไปทำการรักษาในประเทศอื่น ซึ่งส่วนใหญ่มีเหตุผลหลักในเรื่องค่าใช้จ่ายที่ถูกกว่า และระยะเวลาในการรอรักษาที่น้อยกว่า เหตุผลดังกล่าวนับว่าเป็นการสร้างโอกาสให้แก่ประเทศไทยที่นอกเหนือจากการเข้าสู่สังคมผู้สูงอายุของประเทศกลุ่มลูกค้าเป้าหมายแล้ว เพราะค่ารักษาในประเทศไทยถูกกว่าประเทศสิงคโปร์ซึ่งเป็นคู่แข่งหลัก และมีบางรายการที่ค่ารักษาถูกกว่าประเทศอินเดียและเม็กซิโก แต่ปัญหาการขาดแคลนแพทย์และการสร้างความมั่นใจในคุณภาพและความปลอดภัยนับว่าเป็นความท้าทายที่ทุกส่วนที่เกี่ยวข้องต้องให้ความตระหนัก ภาครัฐจึงควรกำหนดแนวทางในการพัฒนาการท่องเที่ยวเชิงการแพทย์ อาจด้วยการสนับสนุนให้โรงพยาบาลเอกชนสมัครเข้ารับการรับรองมาตรฐาน JCI โดยให้สามารถนำค่าใช้จ่ายที่เกิดขึ้นจากการปรับปรุงระบบงานตามมาตรฐานมาหักเป็นค่าใช้จ่ายทางภาษีได้เพิ่มขึ้น จัดให้มีหน่วยงานประสานงานกับภาคเอกชนเพื่อจัดให้มีบริการที่ครบวงจร จัดให้มีมาตรการผ่อนปรนเรื่องวีซ่า และเร่งผลิตแพทย์เฉพาะทางเพิ่มขึ้น ในขณะที่ทางโรงพยาบาลที่รับนักท่องเที่ยวเชิงการแพทย์เอง ควรที่จะพัฒนาบริการให้ครบวงจร

 

Medical Tourism Thailand : Challenges and Development

Medical tourism in Thailand has gained an increasing popularity in the past 10 years. It is one of the Ministry of Tourism and Sports’ strategic plan to increase revenue for the country. Medical tourism is named specifically for a foreign tourist travelling to other countries for the purpose of medical care. Cheaper costs and shorter waiting period of receiving medical care services were main reasons of travelling. Costs of medical care in Thailand was lower than those in Singapore, a major competitor, for all items mentioned in table 2, and some items were lower than those in India and Mexico. These created the opportunities for Thai tourism sector in addition to an entering to the aging society of the targeted countries. However, shortage of Thai doctors and confidence in the quality and safety of care were the challenges to all concerns. Thai government should implement the policy to support private hospitals in getting an accreditation from the JCI and allowing those expenses for more tax deduction, collaborate with private sector to have one-stop service package, ease of visa process, and speed up in producing medical specialists. In terms of the host hospitals, they should provide a full range of services.
