Abstract

“Action speaks louder than words” has been a classical phrase from the past
to present because the personnel evaluation in any organization is considered based
on allocated job performance of the employee. Therefore, performance appraisal is
considered as a significant procedure or tool for human resource management, which
can help improve the organization operations and achieve its goal. Job performance
evaluation is useful procedure that any organizations should carry out. Once performance
appraisal is addressed, the criteria or evaluation technique must be set. These criteria
will be used to set performance appraisal agreement between evaluator and employee.
KPI must be designed as important tool for evaluating employee performance in terms
of both quantity and quality and to reflect the effectiveness and efficiency of job
performance. This academic article provides conceptual frameworks and practical
approaches for performance appraisal, system design for performance appraisal,
approaches and techniques for performance appraisal in higher education institutions,
and guidelines for applying the evaluation results to employee and organization
development. This will be useful for proper human resource development in higher
education institutions.
