Guidelines for the Creation of the Autonomous of Local Government Organization

Abstract

This study proposes the decentralization and local government in Thailand context. This study also suggests a plan for the autonomous of Thai local administrative organization. This research is a qualitative research. The research instruments are documentary research, interviewing 22 persons of the informants, and Delphi technique from 21 persons from the experts.


The study found that Thai local administration was formed by Thai government. The process was administered by Thai government to Thai local administrative organization. Thai local administrative organization serves the needs of people in the different context. In practice, however, Thai local administrative organizations don’t have more freedom in governing and managing. Thai local administrative organizations were formed by the government. People don’t request local administrative organizations. The governmentimposes the bureaucracy system to local administrative organizations. In fact, local administrative organizations need more flexibility in governing. Therefore, the government should lessen the role. Also, the creation of the local council is a good way. The local council can manage local administrative organizations. The constitution of local ordinance, rule, and regulation are considered by the local council. The findings from the study are the government should restructure administration, central administration and local administration. Including the regional administration with local administration and the province area as a local government or self government provinces.
