The purposes of this research were to study the state of the integrated strong community management in Phitsanulok Municipality and investigate ways to develop a model to improve it. The 420 participants were selected for the quantitative data and qualitative data. The data were collected by using a questionnaire and an interview schedule, and then analyzed by using frequency, percentage, mean, standard deviation, and content analysis. The results indicated that the overall state of the integrated strong community management was at a medium level, with the highest mean on community welfare promotion, roles of community leaders, management of community environment, problem solving and organizing the community, and career promotion for the community members, respectively. As for the guidelines for integrated strong community management, there should be a participatory network of public, government sectors and private sectors to support the community, supporting factors such as knowledge, information system, relationships, and guidelines for practice for community sustainable development. Such guidelines are the guideline for community rehabilitation and organization, the guideline for improving community environment, the guideline for career creation, and the guideline for community benefit system development.
