A Competency Development Model of Personnel of Local Administration Organization in Northeast of Thailand

Abstract

         The research objectives are 1) to study the factors affecting the competency personnel of the local administration organization in the Northeast. And 2) to create A competency development model of the personnel of the local administration organization in the Northeast. The research methodology carried out into two phases: Phase 1, study of factors affecting the competency personnel of the local administration organization in the Northeast. The sample was 320 personnel of the local administration organization in the Northeast. The questionnaire was used to collect data. The statistics used in this study were analyzed by percentage, mean, standard deviation. The statistics used to test hypotheses include Pearson correlation and forecasting Multiple. Phase 2, to create A competency development model of the personnel of the local administration organization in the Northeast. Target groups include 24 people who are    The results showed that 1) Factors affecting the competency personnel of the local administration organization in the Northeast were factors at High level. 2) Factors affecting the competency personnel of the local administration organization in the Northeast by statistical significant at .05 levels were; the Achievement motivation (X1) Service mind (X2) Expertise (X3) and Teamwork (X5) , these variable could predict the achievement of Human Capital Development for 55.80%; The equation; Z = 0.410Z1 + 0.313Z2 + 0.188Z5 + 0.100Z3 3) A competency development model of the personnel of the local administration organization in the Northeast, showed that; 1) Achievement motivation ; the personnel is supposed to the attempt in duty ability practice in the work effectively the work follows the aim that lays to keep. 2) Service mind; the personnel is supposed to the ability services that good to the user , the helping solves a problem to the user , the alms serves that exceed 3) Expertise; the personnel should take an interest and follow new knowledge and 4) Teamwork; the personnel should perform of the self in an institute succeed to go along in the work and the colleague , join the cooperation of a member in an institute.
