แนวทางการพัฒนาการจัดสวัสดิการเพื่อผู้สูงอายุของ องค์การบริหารส่วนตำบลกาตอง อำเภอยะหา จังหวัดยะลา

Abstract

การศึกษาครั้งนีมี้วัตถุประสงค์เพื่อศึกษาแนวทางการพัฒนาการจัดสวัสดิการเพื่อผู้สูงอายุขององค์การบริหารส่วนตำบลกาตอง อำเภอยะหา จังหวัดยะลา โดยศึกษาจากเอกสารที่เกี่ยวข้องกับการจัดสวัสดิการเพื่อผู้สูงอายุขององค์การบริหารส่วนตำบลกาตอง จากแผนงานด้านการส่งเสริมสุขภาพ รายงานผลการจัดสวัสดิการรายได้แก่ผู้สูงอายุแผนงานด้านที่พักอาศัยของผู้สูงอายุ แผนงานด้านกิจกรรมนันทนาการของผู้สูงอายุ แผนงานการจัดสวัสดิการสังคมแก่ผู้สูงอายุ แผนงานส่งเสริมสุขภาพแก่ผู้สูงอายุ และจากการทำแบบสอบถามกลุ่มตัวอย่างผู้สูงอายุ จำนวน 60 คน ในเขตตำบลกาตอง อำเภอยะหา จังหวัดยะลา

ผลการศึกษา พบว่า การจัดสวัสดิการเพื่อผู้สูงอายุขององค์การบริหารส่วนตำบลกาตอง อำเภอยะหา จังหวัดยะลา ระดับการจัดสวัสดิการเพื่อผู้สูงอายุ จากเกณฑ์ทั้ง 6 ด้าน ได้ผ่านเกณฑ์แค่ 1 ด้าน คือ ด้านที่ 5 การสร้างความมั่นคงแก่ผู้สูงอายุ โดยมีการดำเนินการกิจกรรม คือ การเปิดโอกาสในการเรียนรู้สงเคราะห์การจัดงานศพ การรณรงค์การอยู่ร่วมกับผู้สูงอายุ เป็นต้น และไม่ผ่านจำนวน 5 ด้าน คือ ด้านที่ 1 การบริการสุขภาพแก่ผู้สูงอายุ ด้านที่ 2 การจัดสวัสดิการรายได้แก่ผู้สูงอายุ ด้านที่ 3 การบริการที่พักแก่ผู้สูงอายุ ด้านที่ 4 การส่งเสริมนันทนาการแก่ ผู้สูงอายุ และด้านที่ 6 การบริการและเครือข่ายแก่ผู้สูงอายุ การที่จะทำให้ผ่านเกณฑ์นั้น องค์การบริหารส่วนตำบลกาตอง จะต้องดำเนินการกิจกรรมเพิ่มเติม คือ มีการจัดตั้ง ศูนย์บริการสาธารณสุขสำหรับผู้สูงอายุ การบริการตรวจสุขภาพที่บ้าน การจัดสวัสดิการแก่ผู้สูงอายุยากจนหรือไม่มีบ้าน การส่งเสริมการจัดตั้งกองทุน สวัสดิการผู้สูงอายุ การให้มีที่พัก อาศัยแก่ผู้สูงอายุที่มีปัญหาสุขภาพ การจัดให้มีที่พักแก่ผู้รับการรักษาใน สถานพยาบาล การมีสโมสรผู้สูงอายุเพื่อการนันทนาการ การจัดทัศนศึกษาแก่ผู้สูงอายุ การจัดให้มีศูนย์เอนกประสงค์สำหรับผู้สูงอายุ การมีศูนย์ดูแลผู้สูงอายุในเวลากลางวัน การจัดตัง้ ระบบเฝ้าระวังและดูแลผู้สูงอายุ เป็นต้น โดยมีการประสานงานระหว่างหน่วยงานที่เกี่ยวข้องเพื่ออำนวยความสะดวกแก่ผู้สูงอายุ ซึ่งจะสามารถประหยัดงบประมาณขององค์การบริหาร ส่วนตำบลกาตองและจะเป็นประโยชน์สูงสุด แก่ประชาชนตำบลกาตองต่อไป

The Guideline of Development Social Welfare for Elderly of Katong Sub-District Administrative Organization, Yaha District,Yala Province

The objective of this study is to study the guideline of development social welfare for elderly of Katong sub-district Administrative organization. Yaha district Yala province. The study was carried out by the study of documents concerning the guideline of development social welfare for elderly of Katong subdistrict Administrative organization from health promotion project. Which report the result of income arrangement for elderly, resident project for elderly, recreational activities project for elderly, social welfare for elderly project, health promotion project. It was carried out by questionnaire from the elderly sample group numbering of 60 people in the area of Katong sub-district.Yaha district Yala province.

The result study found that the guideline of development social welfare for elderly of Katong sub-district Administrative Organization, Yaha district, Yala province. From social welfare for elderly 6 criteria level passed only 1 criterion which is criterion 5 that is stability of the elderly by procedural activities for example open opportunity to study the funeral services and the assistance in funeral services and campaign of living together with elderly. The rest of 5 criteria which did not pass the standard are as follow: Aspect 1. Health services for elderly. Aspect 2. Social welfare income for elderly. Aspect 3. Shelter service for elderly. Aspect 4. Recreational activities for elderly. Aspect 6. Services and network for elderly. The way of improving these criteria is The Katong subdistrict Administrative organization must increase more activities such as arrangement of health services center for elderly, home health services, social welfare for poor elderly of those without residences. Social welfare fund for elderly, residence for elderly of those with poor health condition, arrangement of places to stay for those who confine at the hospital. Social club for elderly for the purpose of recreational activities, field trip for elderly, establishment of multi purpose activities center for elderly, day care center for elderly, provision of alarm system to take care of elder etc. This can be done by the coordination between the related working units in order to facilitate for elderly. Which can save the budget of Katong sub-district Administrative organization and give the most benefit for the people in Katong sub-district administrative organization.
