Moving into the global Knowledge-based society (KBS), it is a crucial turning point for the Higher Education Institutions (HEI) to prepare their transformative management and learning competency. Under the organization managerial conditions and social-dynamism, HEI as one of the social systems, needs the learning mechanism based on the integration of core learning theoretical and applicable tools for up-scaling the systemic organization learning. This paper proposes an integrative of arts and sciences conceptual framework, enhancing two organization’s learning paradigms: 1) the creating of institution knowledge capital, with regards to organization’s learning disciplines with an effective cultural management, and 2) the developing of strategy options, in concerning organization’s learning architecture and management engaging social development sectors with social knowledge platform development.
