The Way of Conceptual Idea of Citizen Engagement in Mobilizing the Project of Five-Precept Village for Peaceful Community : A Case Study of Bannonedum Community, Kampaengphet Province

บทคัดย่อ

This Article, a qualitative research done by the tools of documentary study and an
in-depth interview with 14 key informants, is of 3 objectives: (1) to study the principle of
the Five Precepts in Theravada Buddhism and the conceptual idea of citizen engagement,
(2) to analytically studyproblems, barriers and strength of the communityin Mobilizing the
Project of Five-Precept Village of Bannonedum Community, Kampaengphet Province, and
(3) to find the ways of citizen engagement in mobilizing the Project of Five-Precept Village
for Peaceful Community.
From the research, it indicates the followings:
1) The Five Precepts is the matter of careful watching and controlling one’s
behavior brought to be the tool to get rid of defilements or impurities for selfimprovement
that will bring social peace. The citizen engagement should start as from the
process of thinking, planning and implementing; it should bring benefits for the
engagement in doing things. 2) The Project of Five-Precept Village of Bannonedum
Community has got the strength of its leaders’ attention of supporting the citizen to
observe the precepts; and the weakness is the lack of citizen engagement; in case of any,
it is just the practice according to the state policy, not from the true intention of observing
the precepts. 3) The ways of citizen engagement in mobilizing the Project of Five-Precept
Village for peaceful community are: the start from finding causes and factors of why citizen
do not observe the precepts, and the arrangement for peaceful dialogue to create an
engagement in problem resolution, and the implementation on mobilizing supports on the
Five Precepts observation with understanding. The new body of knowledge is ‘4 Sors’ for
social peace: ‘Sor 1’: the attention of the leaders, ‘Sor 2’: the cause and factor finding and
the creation of engagement starting from fact finding, problem analyzing and engaging in
problem resolution, respectively. ‘Sor 3’: the peaceful dialogue – utilizing peaceful
dialogue procedures in opening up opportunities to discuss and exchange knowledge,
‘Sor 4’: the follow up of plans in a continuity that is to implement as objectives set which
are from the engagement of sharing opinions, designating projects and activities, including
various rules, mutually.
