A development of an online course on the universal coverage scheme for in-service education of health personnel in Thailand

The purpose of this research and development was to develop an online course on the Universal Coverage Scheme (UCS) for in-service health personnel. This study was divided into three phases. First phase: content development. Second phase: learning design and pilot testing. Thirty health personnel enrolled in this six-week course. Third phase: the course was modified and 361 students enrolled in twelve weeks of Thai Massive Open Online Course (Thai MOOC) Platform. Data were analyzed by descriptive statistics, and Wilcoxon Signed Ranked Test.
The results showed that the 5 units of online course were: 1) Principle and concepts of UCS, 2) Health services and benefits from UCS, 3) Participation and right protection in UCS, 4) Management of UCS, and 5) Negotiation for health personnel. After completion the 12 - week course of online learning, the 165 students (45.7%) completed all learning activities. The passing rate of the students was 41.60%. The posttest score were significantly higher than the pretest score (p>0.001)
Distance education via online course proved to be a feasible, cost-effective alternative for health care personnel to improve their knowledge of healthcare services.
