Abstract

The study entitled “The Development of School Administration Model Using School-based Management for Local Development Approach of Schools under Local Administrative Organization in Chiang Rai Province” exploited mixed method approach and results of the study revealed that: Implementation conditions of administration policy using school-based management for local development showed that 1) Academic Affairs: Planning and education promotion were implemented but the school lacked understanding on curriculum development by using research; Organizing: Change of responsible people causing inconsistency in the operation; Leading: School administrators lacked knowledge in curriculum development; Controlling: The curricular were not yet assessed before implementing. 2) Budget. Planning: budget administration used outcome-based method; Organizing: Budget spending not correspond with the operation; Leading: Budget administration used committee platform; Controlling: Showing monitoring process on budget spending. 3) Personnel. Planning: Informed involved people for shared vision; Organizing: Should educate teachers on curriculum design; Leading: Should promote teamwork; Controlling: School administrators should seriously evaluate job performance. 4) General Administration. Planning: Having clear organization structure and goals; Organizing: Showing tasks administration and adjusting workload scheme annually but lack media and resources allocation. Leading: Facilitative in using resources; Controlling: Projects and activities not fully utilized the resources. Factors influencing the implementation of administration policy on using school-based management for local development comprised 2 parts. Part 1 The questionnaire, in overall, showed that the factors held the effect at the high level. Part 2 The interview showed that 1) School factors 2) Process factors 3) Participation factors 4) School administration factors were all influential factors affecting the implementation. The guidelines leading to success in implementation of administration policy on using school-based management for local development obtained from focus group discussion indicated that 1) Input 2) Process 3) Output were the guidelines for drafting the administration model using school-based management for local development. The evaluation of the administration model using school-based management for local development at local community and local administration indicated that the model was appropriate and could be implemented for actual practice. Components of the model were: Input involves 1) Policy refers to the administration policy using school-based management 2) Administration refers to Planning, Organizing, Leading, and Controlling 3) 4-division platform including Academic Affairs, Personnel, Budget, and General Administration 4) School factors involves Place of education, Process, Participation, School base. Process involves administration process which exploits input factors that could foresee appropriateness and feasibility that favors success in the administration as a result of coherent components and clear steps underpinning the PARTICIPATION POLICE SBMLD MODEL that refers to Planning, Organizing, Leading, Information System, Controlling, Evaluation, Participation. Output involves post-implementation outcome as the schools gains maximum and authentic benefits that include 1) Local Product refers to the use of school-based management platform to correspond with the state policy 2) Local Pattern refers to the desired role model and sound procedure so, when implemented, the schools would gain benefits based on the educational standards set for the schools under local administrative organization nationwide.
