The Operational Characteristics effecting to the Roles and Preparation for ASEAN Economic Community of Subdistrict Administration Organization

Abstract

This article is aims to present the workforce characteristics affecting the roles
and preparation of Subdistrict Administration Organization in the move towards AEC.
The SAO roles and preparation involve ASEAN knowledge, self-learning and development
skill, civilian and social responsibility related skill, basic skills, attitude, public participation
and people’s awareness. The survey is conducted in Samutprakarn Province with 409
people, including SAO executive officers, legislative officers, and staff. The result suggests
that the factor of officer qualifications has both negative direct and positive indirect
effects through the SAO roles on preparation for AEC; the factor of SAO roles directly
affects their preparation for AEC. Regarding the three subfactors of SAO roles, the most
dominant one is the economic aspect, followed by the security aspect, and the aspect
of society, culture, and environment, respectively. As for the three subfactors of SAO
preparation, the highest value is perceived on the aspect of society, culture, and
environment, followed by the security aspect and the economic aspect, respectively.
