Abstract

The effective protection for the right of children and youth in justice procedure, it is necessary to provide “legal measure for the protection of children and youth in the justice procedure” which can protect the right of children and youth in the justice procedure and prevent children and youth entering the criminal justice procedures by controlling the risk behavior for committing an offence. Such measure must provide care and rehabilitation to resolve behavioral issues in accordance with the individual needs of children and youth as soon as possible. The participation of the family members together with the members of the local community in such procedure is necessary in monitoring and surveillance of the children with risk behavior to commit the offences. Such measure must be carried out together with the development of the skills in raising of the children and youth for parents and guardian in accordance with the social environment, characteristics of children and youth, and the nature of the family. Also, it is necessary to have the legal measures against parents and guardians, who are irresponsible and fail to provide support and care for their children and youth.
