Abstract

          This article aims to present the strategies for student development for being the citizen in the 21st century. The National Education Plan, BE 2060-2579, determines the vision of education that “all Thais are educated and learn through  their lives with quality, living happily which  is in accordance with the Philosophy of Sufficiency Economy and the change in the 21st century”. The national education plan aims to develop all students to have attributes and learning skills in the 21st century like reading skill, writing skill numeric skill, critical thinking skill, creative and innovative skills, skills for understanding the different cultures and paradigms, collaborative skills, teamwork and leadership skills, communicative skill, media and literacy skills, computer and information technology and communication skills, professional skill , learning skill, as well as having the attributes like kind , disciplined , be concerned with right conduct. The present study presents strategies for developing students to have the attributes  and skills  in the 21st century which are  1) strategy for  teachers' capacity  development , 2) the strategy for the  learning management development, and 3) the strategy for  students’ performance improvement. The strategy for teachers' capacity development includes a paradigm shift, modifying teaching methods and modifying the methods of measuring and evaluating students. The strategy for learning management development includes the development of all levels of curriculum, the development of integrated learning management model to develop analytical thinking skills, learning through technology and innovation in learning management such as project-based teaching, inquiry method, learning through research process, the flipped classroom. The  strategy for  students’ performance improvement includes  the development of students as  learning persons,  students’ self-development and  the development of students for being the citizen the  21st century.
