DEVELOPING POLICY TOWARDS THAILAND AS THE WORLD’S GEMS AND JEWELRY MANUFACTURING AND TRADING HUB

Abstract

The research objective was to analyze and improve the policy in order to set up Thailand as the world’s gems and jewelry manufacturing and trading hub. The Bottom-up process was selected as the research methodology to obtain opinions and proposals from all stakeholders. A draft policy recommendation can be effectively derived from the in-depth interviews through various viewpoints, including social, economic and environment. The policy is aimed to be actionable, sustainable and most importantly, consistent with the Government’s outlook and developmental roadmap.


The research results draft the policies with a set purpose to position Thailand as the world’s gems and jewelry manufacturing and trading hub. The policy predominantly recommends to uplift the competencies of the Gem and Jewelry Institute of Thailand (GIT) by shifting its status from Group 2 Public Organization (specialized technical services) to Group 1 Public Organization (development and implementation of specific state policies). Internationally, the change is aimed to establish GIT as Thailand’s representative organization in the gems and jewelry industry in the global arena. Domestically, the policy also positions GIT to be the conduit organization for liaising between various government agencies and private trade organizations. The policy drafts progressive strategy to place Thailand as the world’s gems and jewelry manufacturing and trading hub is outlined into four cogent foundations: public policy, production, marketing and legal enforcements.
