Leadership Model and Organizational Culture Affecting to Operational Effectiveness for Provincial Administrative Organization: A Case Study at Chachoengsao Province

Abstract

The purposes for this study were (1) to study the levels of leadership, organizational culture and operational effectiveness, (2) to study the influence path for capability development, (3) to improve the capability development of Provincial Administrative Organization, Chachoengsao Province. Characteristics of research were done by combination of quantitative method as the main approach followed by qualitative approach.

It was found in this study that (1) the effectiveness index of leadership, organizational culture and operational effectiveness was at a high level, (2) the factors for transactional and transformational leadership which affect directly and indirectly through organizational culture and, (3) capability development Model for Provincial Administrative Organization, Chachoengsao Province, named as “CIAEG Model” was comprised of causative factors which were as follows: C = Continent Reward (transactional leadership with continent reward according to circumstances), I = Intellectual Stimulation (transformational leadership by intellectual stimulation), A = Achievement (constructive culture with emphasis on creativity by accomplishment approach), E = Encouraging for High Effort ( innovative culture with emphasis on stimulation by effort), G = Group’s Achievement Concern (individualistic/collectivistic cultures with emphasis on the accomplishment of the group). Every element had the statistical significance level at 0.05. The results for concordance test for model was found that the statistical value which was used for the criteria in consideration passed the theory of all values.
