ธรรมชาติของการเกิดพฤติกรรมผัดวันประกันพรุ่งสำหรับการปฏิบัติงานของพนักงานเทศบาล

บทคัดย่อ

          การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพแบบพรรณนา (descriptive qualitative research) ที่มุ่งเน้นศึกษาพฤติกรรมผัดวันประกันพรุ่งสำหรับการปฏิบัติงานตามการรับรู้ของพนักงานเทศบาล ในด้านความหมาย องค์ประกอบและสาเหตุที่ทำให้เกิดพฤติกรรมผัดวันประกันพรุ่ง เก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบเจาะลึก (In-depth interview) ในกลุ่มพนักงานเทศบาลนครนนทบุรี จำนวน 12 คน วิเคราะห์ข้อมูลเชิงเนื้อหา (content analysis) ผลจากการวิเคราะห์ข้อมูลพบว่า ผู้ให้ข้อมูลให้ความหมายของพฤติกรรมผัดวันประกันพรุ่งว่า หมายถึง การผัดผ่อนงานที่ได้รับมอบหมายทำให้งานไม่เสร็จตามกำหนดส่วนองค์ประกอบของพฤติกรรมผัดวันประกันพรุ่ง (Vestervelt, 2000 cited in Akaramanee, 2003) สามารถแบ่งออกได้เป็น 3 องค์ประกอบคือ องค์ประกอบทางปัญญา องค์ประกอบทางความรู้สึก และองค์ประกอบทางพฤติกรรม สำหรับสาเหตุที่ทำให้เกิดพฤติกรรมผัดวันประกันพรุ่งนั้น ผู้ให้ข้อมูลรับรู้ว่าสามารถเกิดได้จากตัวผู้ให้ข้อมูลเอง ได้แก่ คุณค่าในตนเอง (self-esteem) การมีจิตสำนึก (conscientiousness) ความรับผิดชอบ (responsibility) วินัยในตนเอง (self-Discipline) ภาวะเหนื่อยล้าในการทำงาน (job burnout) และงานที่หนักเกินไป (work overload) นอกจากนี้ผู้ให้ข้อมูลยังสามารถรับรู้ได้ว่า แรงจูงใจที่สามารถช่วยลดพฤติกรรมผัดวันประกันพรุ่งได้นั้นคือ การได้รับการปรับขึ้นเงินเดือน การเลื่อนขั้น การเลื่อนตำแหน่ง การได้รับการบรรจุเป็นพนักงานประจำ การได้รับสวัสดิการเพิ่มเติม และการได้รับคำชมจากผู้บังคับบัญชา อย่างไรก็ตามผลการวิจัยในครั้งนี้สามารถนำไปใช้ประโยชน์ได้สำหรับการสร้างนโยบายในการดูแล กระตุ้น จูงใจพนักงานทั้งในภาครัฐและเอกชนให้มีพฤติกรรมการทำงานที่พึงปรารถนาจนส่งผลให้เทศบาลหรือองค์กรท้องถิ่นเกิดการพัฒนาที่มีประสิทธิภาพสืบต่อไป


 


 


          The study was a qualitative research investigating the behavior of procrastination among municipal employees being its main component and cause. The data was collected through an in-depth interview 12 municipal employees. The data analysis showed that procrastinators put aside work in order to do other activities that are more favorable at the moment. Three components of the behavior of procrastination were found. (Vestervelt, 2000 cited in Akaramanee, 2003) The finding lists intellect, emotion and behavior as causes of employee procrastination. The respondent sample acknowledged among themselves that it may also include; self-esteem, conscientiousness, responsibility, self-discipline, job burnout and work overload. Among others forms of motivation, employee procrastination may be reduced by salary increase, promotion, employee benefits and commendations. Moreover, this research can be useful for the creation of policies, which encourage motivation among government and private employees, making them successful and more projective in their respective responsibilities.
