Urban Governance in Diversity for Inclusive Community: A Case Study of Wat Kate Area, Chiang Mai Province

Abstract

The objectives of this study were: (1) to study Wat Kate's inclusive community evolutions, (2) to investigate roles of government, private sector, and civil society that governed the Wat Kate area to become an inclusive community, and (3) to analyze factors affected characteristics enhancement of Wat Kate's inclusive community, Chiang Mai Province. The study used a qualitative method. Data were collected by semi-structured interview method and focus group discussion that both consisted of 45 key informants, included 3 sectors; government, private sector, and civil society that influenced on governing the Wat Kate area. Also, non-participant observation and documenting were employed to collect the data. The results of this study showed that; (1) During 2006-2018 Wat Kate’s inclusive community evolution had changed all the time, (2) Civil society and private sector were the key actors to govern the area while the government was a facilitator, and (3) There were more than 3 factors which were the theoretical factor –economic factor, social factor, spatial factor. Furthermore, I founded there was a crucial factor that influenced characteristics enhancement of Wat Kate's inclusive community, governance factor – dissimilar with the roles of sectors.
