Development of Public Health Emergency and Disaster Operations Center: Chachoengsao Province

Abstract

Background: Public Health Emergency occurs frequently and have severe impact. Ministry of Public Health applied Incident Command System (ICS) in Public Health Emergency and Disaster and decentralized this system to regional and provincial level. Because of its complex and new polymorphism system, the Public Health Emergency and Disaster Operations Center is needed to perform and develop in Chachoengsao province.


Objective: To research and develop the Public Health Emergency and Disaster Operations Center of Chachoengsao province at the appropriate level.


Materials and methods: The 5 steps of research and development, action research, was conducted. Three sample groups composed of 7 administrators, 38 committees and 5 operators. The research instruments were data collection form, tape recorder and evaluation form. The data were analyzed using content analysis and descriptive statistic.


Result: The Development of Public Health Emergency and Disaster Operations Center took place from 2017-2018. This center had a very high level of outcome development (mean=87.39, SD=4.90, n=32) and very suitable to Chachoengsao’s circumstance. The center command was fast and highly efficient and it can highly reduce the health impact.


Conclusion: Development of Public Health Emergency and Disaster Operations Center in provincial level should vary according to area setting and should be used as a standard incident command system in all level. This is for the efficient connection of command and immediate response to emergency and disaster events.
