The Management and Good Governance of the Thai Social Security Office: Proposal to Increase the Retirement Age from 55 to 65 Years for Thai Social Security

Abstract

There are various descriptions and theories around the management and good governance of the Thai Social Security Office and the subject of social welfare from Western schools and they are often based on political systems, both the extreme left and right-wing ideologies. Because of the lack of transparency in a good governance concept and scarce detail on data on the efficiency of environment analysis, the author recommends increasing the retirement age from 55 to 65 years for Thai social security. The concept of a security system is a suitable response for the Thai political context to help increase the well-being of the labor force who are the insured persons and lead to improved overall national social security. A government agency called the Social Security Office (SSO) is responsible for the governance and administration of a Social Security Fund (SSF) through the application of Good Governance Principles. In this article, a proposed administration of SSF rests on the basis of efficiency and good governance. In other words, data environment analysis is used as a method of measuring efficiency and the impact of internal laws on labor by the SSO as well as international labor laws of two international social security institutions: the International Labor Organization and the International Social Security Association are used as tools for governance. Besides a legislative framework and government regulation of Thai social security, Thailand, as a member of the United Nations as well as the leading member of the ISSA that provides guidelines for social security administration for worldwide members, has applied to its institutions the World Bank’s concept of good governance which is similar to The ISSA Good Governance Framework.
