Improvement of Public Organization toward Administrative Success: A Case Study of a Department in the Ministry of Industry

Abstract

This research studies the administrative problems of a Department in the Ministry of Industry. The objectives of this study comprise are (1) to analyze the significant administrative problems of the Department, and (2) to propose the means to solve those problems in order to achieve organization’s administrative success. The findings disclose that the Department has the problems of vertical structure, high formalization, generation gap, and scarce manpower. Suggestions include executives’ increasing attention on organization improvement, clear and measurable objectives corresponding to the master industrial development plan in the next 20 years, structural adaptation into horizontal or circle organizations, team building, the focus on value, motivation and incentives, integrative management of information system as well as organizational culture of change and innovation.
