บทคัดย่อ

This study on people’s attitudes and expectationsof

police performance in the three Southern border

Provinces aimed to investigate 1) people’s attitudes

towards police performance in the three Southern

border provinces, 2) people’s expectations of police

performance in the three Southern border provinces,

and 3) desirable characteristics of police in the three

Southern border provinces. For this qualitative

research. The informants consisted of locals, state

officials, religious leaders, and local leaders. The data

were presented with descriptive statistics. The study

found that there were positive and negative attitudes

towards police performance and the factors causing

negative attitudes were as follows. 1) Being state

officers, police usually used power againstpeople; 2)

Police did not understand local culture; 3) Police used

their authority to benefit themselves and their friends;

4) Police were in connection with illegal matters. The

factors causing positive attitudes were as follows. 1)

Police were trustworthy; 2) Police provided friendly

services; 3) People felt safe; 4) Police sacrificed.

People’s expectations of police performance inthe

three Southern border provinces were as follows.1)

Expectations of prevention and suppression work-

People expected police to do their work attentively. 2)

Expectations of peaceand order keeping-People

expected police to workharder by cooperating with

other organizations inkeeping peace and order in the

areas, and to use laws fairly. 3) Expectations of

services at police stations-People expected police to

improve their performance in many ways such as work

standards; 4) Expectations of general services-people

did not expect much of the police because they thought

that it was not the direct duty of police and 5)

Expectations of public facilities-People expected

police to keep away from having connection with

bribery, and to keep tothe traffic regulations more

closely.Regarding desirable characteristics of police

inthe three Southern border provinces, there were three

categories as follows. 1) Personal characteristics; 2)

Characteristics needed for work and 3) Police

characteristics that people desired.

งานวิจัยเรื่องทัศนคติและความคาดหวังของ

ประชาชนที่มีต่อการปฏิบัติหน้าที่ของเจ้าหน้าที่

ต????ำรวจในสามจังหวัดชายแดนภาคใต้ มีวัตถุประสงค์

เพื่อ 1) ศึกษาทัศนคติของประชาชนที่มีต่อการ

ปฏิบัติหน้าที่ของเจ้าหน้าที่ต????ำรวจในสามจังหวัด

ชายแดนภาคใต้ 2) ศึกษาความคาดหวังของ

ประชาชนที่มีต่อการปฏิบัติหน้าที่ของเจ้าหน้าที่

ต????ำรวจในสามจังหวัดชายแดนภาคใต้ 3) เพื่อศึกษา

คุณลักษณะอันพึงประสงค์ของเจ้าหน้าที่ต????ำรวจใน

สามจังหวัดชายแดนภาคใต้ โดยใช้วิธีวิจัยเชิง

คุณภาพ กลุ่มผู้ให้ข้อมูลประกอบด้วย ประชาชน

ทั่วไป เจ้าหน้าที่รัฐ ผู้น????ำทางศาสนา และผู้น????ำท้องถิ่น

น????ำเสนอข้อมูลโดยวิธีพรรณนาวิเคราะห์ ผลการศึกษา

พบว่า การปฏิบัติงานของเจ้าหน้าที่ต????ำรวจมีทั้ง

ทัศนคติทั้งด้านลบและด้านบวก ซึ่งปัจจัยที่ท????ำให้

เกิดทัศนคติด้านลบ ดังนี้ 1) การเป็นเจ้าหน้าที่ของ

รัฐซึ่งมักจะใช้อ????ำนาจกับประชาชน 2) เจ้าหน้าที่

ต????ำรวจไม่เข้าใจวัฒนธรรมของคนท้องถิ่น 3) การใช้

อ????ำนาจหน้าที่เอื้อประโยชน์ต่อตนเองและพวกพ้อง

และ 4) เจ้าหน้าที่ต????ำรวจมีส่วนเกี่ยวข้องกับสิงผิด

กฎหมาย ส่วนปัจจัยที่ท????ำให้เกิดทัศนคติในด้านบวก

ได้แก่ 1) เป็นที่พึ่งของประชาชน 2) บริการประชาชน

ด้วยความเป็นมิตร 3) มีความรู้สึกปลอดภัย และ

4) เจ้าหน้าที่ต????ำรวจมีความเสียสละ ความคาดหวังที่

มีต่อการปฏิบัติหน้าที่ของเจ้าหน้าที่ต????ำรวจใน

สามจังหวัดชายแดนภาคใต้ มีดังนี้ 1) ความคาดหวัง

ด้านงานป้องกันและปราบราม ประชาชนคาดหวังว่า

เจ้าหน้าที่ต????ำรวจจะต้องมีการป้องกันและปราบปราม

อย่างจริงจัง 2) ความคาดหวังด้านรักษาความสงบ

เรียบร้อย ประชาชนมีความคาดหวังว่าเจ้าหน้าที่

ต????ำรวจจะต้องท????ำงานหนักกว่านี้ โดยร่วมกับหน่วยงาน

อื่นๆ ร่วมกันรักษาความสงบให้เกิดขึ้นในพื้นที่ให้ได้

และใช้กฎหมายอย่างเป็นธรรม 3) ความคาดหวัง

ด้านงานบริการบนสถานีต????ำรวจ ประชาชนมีความ

คาดหวังว่า เจ้าหน้าที่ต????ำรวจจะต้องปรับปรุงการให้

บริการในหลายๆ ด้าน ให้มีมาตรฐาน 4) ความคาดหวัง

ด้านงานบริการโดยทั่วไป ประชาชนมีความคาดหวัง

ในส่วนนี้ต่อเจ้าหน้าที่ต????ำรวจน้อย เพราะคิดว่าไม่ใช่

หน้าที่ของเจ้าหน้าที่ต????ำรวจ และ 5) ความคาดหวัง

ด้านงานอ????ำนวยความสะดวกในที่สาธารณะ ประชาชน

มีความคาดหวังว่าเจ้าหน้าที่ต????ำรวจจะไม่เกี่ยวข้อง

กับสินบนและจัดระเบียบการจราจรให้ดีกว่าที่เป็นอยู่

ส่วนคุณลักษณะอันพึงประสงค์ของเจ้าหน้าที่ต????ำรวจ

ในสามจังหวัดชายแดนภาคใต้ มี 3 ส่วน คือ 1)

คุณลักษณะส่วนตัว 2) คุณลักษณะในการปฏิบัติ

หน้าที่ 3) คุณลักษณะเจ้าหน้าที่ต????ำรวจที่ประชาชน
