Abstract

The Child Protection Act of 2003 was regulated to determine the mechanism of protection, welfare of the child and promotion of child behavior to conform to society. The main mechanism lies with the officers. Presently, the act is unable to function effectively due to the regulation of the officer recruitment process where similar to a volunteer work system that most of the acquired officer possibly have their own routine; making this a major contributing factor to problems arising due to enforcement and heavy work volumes compounded by the absence of a sufficient amount of competent employees. Similar to problems in foreign countries especially in United Kingdom when social workers particularly in child protection cease to work or turnover. While studying in Queensland found that the lower of the age and experience factors could be the significant cause of such problems.

From studying the patterns and methods used in foreign countries, together with comments made by officials expressing how to resolve such problems, the study has proposed that an amendment be put forth to improve the principles which include the acquisition of officials who have the necessary skills to perform the job additionally to assign local officials and to improve propitious evaluating system for better performance, as well as to develop awareness for others regarding the role and duty of the officers and adding a clarify regulation of rewarding emolument from discharge one's duty. All being necessary to ensure that child protection procedures in the spirit of the law, can run with better efficiency.
