The sample group included 341 teachers and school administrators selected through the stratified random sampling technique. The instruments for data collection were an evaluation form and a 5-rating scale questionnaire. The statistics for data analysis were the Index of consistency (IOC), mean, percentage, standard deviation, Pearson Correlation Coefficient, Cronbach’s Alpha Coefficient, and the Priority Need of Index: PNI (Modified). The results of the study revealed that:1. The 5 elements of creative leadership for teachers were 1) Vision, 2) Person of change, 3) Individual Differences, 4) Imagination, and 5) Flexibility. 2. The overall present condition of the creative leadership for teachers was at the “high” level ( <img title="\bar{X}" src="https://latex.codecogs.com/gif.latex?\bar{X}"> =3.75). The overall desired condition of the creative leadership for teachers was at the “highest” level ( <img title="\bar{X}" src="https://latex.codecogs.com/gif.latex?\bar{X}"> =4.53). The methods to enhance the creative leadership for teachers were 1) Training, 2) Field trips, and 3) Workshop. 3. The creative leadership program for teachers in schools under the Secondary Educational Service Area Office 20 would be developed through trainings, field trips, and workshops. The program’s content consisted of 5 modules; Module 1 Vision, Module 2 Person of Change, Module 3 Individual Differences, Module 4 Imagination, and Module 5 Flexibility. The development duration was 45 hours.
