Participatory Water Management in Irrigated Areas of Phetchaburi Operation and Maintenance Project

The objectives of this research were 1) to study the level of the participatory water management in irrigated areas of Phetchaburi operation and maintenance project, 2) to study the relationship of factors associated with regional and local agencies for water management in Phetchaburi operation and maintenance project, 3) to study the factors that affect the participation of public authorities. 4) to find ways to improve the participation of the state sector including central regional and local including central, regional and local authorities in the project. Questionnaires and structured interviews were conducted as the research instruments from theory concepts, framework and operational definitions. The findings were as follow ;

1. The level of involvement in water management in irrigation district of the central, regional and local agencies about decision making is at a moderate level. For participation in operation is at a high level. For participation in benefit receiving is at a high level, where as in evaluation is at a moderate level.

2. The community culture factor and the expectation for external support factor are related to the involvement of the central, regional and local agencies with a significance at the .05 level.

3. The community factor and the expectation for external support factor affect the contribution of the central, regional and local agencies with a statistical significance at the .01 level.

4. According to the interviews with those involved in water management of Phetchaburi operation and Maintenance Project, it found that local organizations and water users should have more role and work collaboratively in policy development, starting from problem analysis, cause analysis, decision making, operating, monitoring and evaluation operations.
