Abstract

บทคัดย่อ

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบสภาพปัญหาการนิเทศภายในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองคาย เขต 2 จำแนกตามสถานภาพ ขนาดของสถานศึกษาและประสบการณ์ในการทำงานทั้งโดยรวมและรายด้าน และศึกษาข้อเสนอแนะในการพัฒนาการนิเทศภายในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองคาย เขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัยเป็นผู้บริหารและครูผู้สอน จำนวน 230 คน ซึ่งได้มาโดยการใช้สถานศึกษาเป็นหน่วยสุ่มและเลือกกลุ่มตัวอย่างโดยการสุ่มอย่างง่าย กำหนดขนาดโดยใช้ตารางของเครจซีและมอร์แกน (Krejcie and Morgan) เครื่องมือที่ใช้รวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ จำนวน 50 ข้อ มีค่าอำนาจจำแนกรายข้อตั้งแต่ .21 ถึง .72 และค่าความเชื่อมั่นของแบบสอบถามทั้งฉบับเท่ากับ .86 วิเคราะห์ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน การทดสอบที( t–test) การทดสอบเอฟ( F–test) และทดสอบความแตกต่างรายคู่ตามวิธีการของเชฟเฟ่  (Sheffe’s test)

ผลการวิจัย พบว่า

1) สภาพปัญหาการนิเทศภายในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาหนองคาย เขต 2 โดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับปานกลางทุกด้านโดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการวิเคราะห์จุดเด่น จุดด้อยเพื่อกำหนดจุดพัฒนา ด้านการประเมินความต้องการความจำเป็นในการพัฒนา ด้านการหาแนวทางเลือกเพื่อพัฒนา ด้านการติดตามประเมินผลและปรับปรุงแก้ไข และด้านการลงมือปฏิบัติ

2) สภาพปัญหาการนิเทศภายในสถานศึกษาขึ้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองคาย เขต 2 ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอนที่มีสถานภาพต่างกัน ไม่แตกต่างกัน เมื่อจำแนกตามขนาดของสถานศึกษาและประสบการณ์ในการทำงาน พบว่า มีความคิดเห็นโดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

3) ข้อเสนอแนะในการพัฒนาการนิเทศภายในสถานศึกษาขึ้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองคาย เขต 2 มีดังนี้  ด้านการประเมินความต้องการ ความจำเป็นในการพัฒนา ควรส่งเสริมให้บุคลากรในสถานศึกษาเข้ารับการอบรมเพื่อให้มีความรู้ความเข้าใจเกี่ยวกับแนวทางการดำเนินการนิเทศภายในสถานศึกษาขั้นพื้นฐานอย่างต่อเนื่อง ด้านการวิเคราะห์จุดเด่นจุดด้อยเพื่อกำหนดจุดพัฒนาควรจัดประชุมบุคลากรเพื่อร่วมกันวิเคราะห์จุดเด่น จุดด้อยเพื่อกำหนดจุดพัฒนาในการดำเนินงานนิเทศภายในอย่างเป็นระบบ ด้านการหาแนวทางเลือกเพื่อพัฒนาควรมอบหมายภาระงานด้านการนิเทศภายในแก่บุคลากรตามความสามารถและความถนัดของแต่ละบุคคล ด้านการลงมือปฏิบัติควรส่งเสริมการทำงานเป็นทีมและ ด้านการติดตามประเมินผลและปรับปรุงแก้ไขควรติดตามประเมินผลการดำเนินงานนิเทศภายในเพื่อดำเนินการหาแนวทางแก้ไขร่วมกัน

Abstract

This research had the objectives to study and to compare the state of problems of internal supervision in the basic education institutions under Nongkhai Office of Primary Education Service Area 2; classified by the status of the respondents; the size of the educational institution; and work experience; on the whole and in each aspect; and to study recommendations on development of internal supervision in the basic education institutions under Nongkhai Office of Primary Education Service Area 2. The sample comprised 230 administrators and teachers; obtained through simple random sampling; using the educational institution as sampling unit. The sample size was determined according to Krejcie and Morgan table. The instrument used was a 5-level rating scale questionnaire containing 50 items. The discrimination power of the items ranged between .21 to .72; and the total reliability of the questionnaire was .86. The statistics used included percentage; mean; standard deviation; t-test ; F-test and paired comparison according to Scheffe ́’s method.

The results are as follows:

1) The state of problems of internal supervision in the basic education institutions under Nongkhai Office of Primary Education Service Area 2; on the whole was at the moderate level. When considered by each aspect; it was found that every aspect was at the moderate level. Ranked from high to low according to the value of the mean; the aspects are in the following order: the aspect of outstanding and inferior point analysis for determination of development points; the aspect of developmental need assessment; the aspect of finding alternatives for development; the aspect of follow-up; evaluation and improvement; and the aspect of implementation.

2) The comparison of the state of problems of the internal supervision in the basic education institutions under Nongkhai Office of Primary Education Service Area 2; classified by the status of the respondents reveals that; on the whole; there was no difference. When classified by the size of the educational institution and work experience; it was found that; on the whole; there was significantly different at the .05 level.

3) Concerning the recommendations on development of internal supervision in the basic education institutions under Nongkhai Office of Primary Education Service Area 2; the recommendation that had the highest frequency on each aspect is presented as follows: on the aspect of developmental need assessment; personnel in the educational institution should be encouraged to get training continuously to gain more knowledge and understanding of approaches in internal supervision in the basic education institution; on the aspect of outstanding and inferior point analysis for determination of development points; meetings should be organized for the personnel to jointly analyze outstanding and inferior points for determination of development points to systematize the internal supervision; on the aspect of finding alternatives for development; personnel should be assigned to take charge of proper task according to their ability and aptitude; on the aspect of implementation; teamwork should be promoted; on the aspect of follow-up; evaluation and improvement; joint efforts should be made to carry out follow-up and evaluation for improvement of the internal supervision.
