การจัดการความขัดแย้งด้านสิ่งแวดล้อมในชุมชนชนบทไทย : กรณี โครงการพัฒนาการท่องเที่ยวชมหิ่งห้อยจังหวัดสมุทรสงคราม

บทคัดย่อ

การวิจัยเรื่อง การจัดการความขัดแย้งด้านสิ่งแวดล้อมในชุมชนชนบทไทยในครั้งนี้ เป็นการศึกษากรณี โครงการพัฒนาการท่องเที่ยวชมหิ่งห้อย จังหวัดสมุทรสงคราม ใช้เทคนิคการวิจัยแบบผสมผสาน (Mix Methodology) โดยมีกลุ่มตัวอย่าง จำนวน 336 คน และผู้ให้สัมภาษณ์ จำนวน 8 คน คือ ผู้นำชุมชน ประชาชนในชุมชน หน่วยงานราชการ สื่อมวลชน และเจ้าของโครงการที่เกี่ยวข้อง เครื่องมือ คือ แบบสอบถามและการสัมภาษณ์เจาะลึก (in-depth interview) ผลการวิจัย พบว่า ปัจจัยที่มีผลต่อการจัดการความขัดแย้ง ได้แก่ (1) การสื่อสารในชุมชน ความทันสมัยของชุมชนและความรู้ของคนในชุมชน ซึ่งมีความสัมพันธ์กันระดับค่อนข้างปานกลาง (2) การมีส่วนร่วมของคนในชุมชน ผลประโยชน์ทางเศรษฐกิจของชุมชน-เอกชน การรวมกลุ่มในชุมชนมีความสัมพันธ์กันระดับปานกลาง (3) ภาวะผู้นำชุมชนมีความสัมพันธ์กันค่อนข้างน้อย ส่วนระดับความสำเร็จของการจัดการความขัดแย้งในภาพรวมมีอยู่ในระดับน้อย โดยมีแนวทางในการจัดการความขัดแย้ง คือ ความสงบสุขของประชาชนเป็นเป้าหมายหลัก ความร่วมมือของทุกฝ่ายที่เกี่ยวข้องเป็นฐานในการจัดการ และมีแนวทางสันติวิธีเป็นหลักการจัดการ

Conflict Management of Environmental in Rural Thai Community: A case of tourism development projects for a fireflies outing in Samutsongkhram Province

The research on Conflict Management of Environmental in Rural Thai Community in case of this study was the conflict of tourism development projects for a fireflies outing in Samutsongkhram Province.The research format is a Mix Methodology by Fried query sample of 336 persons and Interviewed 8 persons from community leaders, people in the community, government agencies and project owners. The research instruments were questionnaire and in-depth interview.

The research findings were as follows : factors affecting the effectiveness of conflict management : (1) Relatively moderate are such communication in the community, modernization of the community and knowledge of the community (2) Moderate are participation in the community, economic interests of the community and integration in the community. (3) Factor affecting the effectiveness of conflict management at quite low was community leadership. The level success of conflict management was found to be low. The guidelines used in conflict management was the peace of the people as the main target with the cooperation of all parties concerned as the base and principles of management as a peaceful way.
