Abstract

Strategic planning is the process that each organization focuses on adapting to be consistent with environmental changing and to achieve organization’s goals in the future efficiently and effectively. Initial agreement on planning is the key for success; the more all stakeholders realize the importance of planning, the more they can follow through with the plan. However, planning contexts of most Thai public organizations differ from those of western countries, especially in the work operation processes that are usually commanded by hierarchy, and the identified missions, objectives, and indicators that are still not clear.  Therefore, to solve these problems, government leaders should adjust their roles to become the mediators for coordination rather than the commanders.  Moreover, they should focus on creating initial agreement in order to determine the direction of strategic planning that is clear and in accordance with the organizational intention.  Also, they must simultaneously take into consideration the interests of the general public.
