The Strategies of Creating a Partnership Network in the Educational Management of Local Government

Abstract


The purposes of this research were to 1) study the participation of partnership network in the local educational management, 2) study the best practices in the local educational management, 3) analyze the external and internal environment of the local educational management, and 4) present the strategies network building in the local educational management. Both quantitative and qualitative methods were used in this study. A quantitative method applied questionnaires to correct data with administrators, staff and educational committees. The sample were 36 municipal schools with the total of 252 people. The data were analyzed by frequency, percentage, mean, standard deviation. In relation to the qualitative method, in-depth interviews sample used with three schools with the best practices in the educational management, five educational experts and the arranged connoisseurship meetings with nine experts. The findings of the research were as follows: 1) The participation of partnership network in educational management, as a whole and as an individual, were found at a high level. 2) The study of the best practices found that, the administrators should start to improve their  moral, ethics, adhere to the principles management by using good governance and sufficiency philosophy, provide effective management, good management skills, building internal and external network and supporting all steps of network participation. 3) Result of environment analysis found that the external environment policies and politics promoted and supported in setting up roles and decentralization, as well as helping to build an effective network. As for the internal environment, it was found that there were enough personnel with knowledge following their professional autonomy, budget and material support, appropriated corporate strategy. 4) The strategies of creating a partnership network consisted to five strategies.
