ข้อเสนอเชิงนโยบายเพื่อการบริหารงานวิชาการสู่ความเป็นเลิศของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอในภาคตะวันออกเฉียงเหนือ

Policy Recommendation for Academic Administration towards Excellence of District Non-formal and Informal Education Centres in North-eastern Region

บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัญหา และความคาดหวังของการบริหารงาน วิชาการสู่ความเป็นเลิศ  และ 2) พัฒนาข้อเสนอเชิงนโยบายและแนวปฏิบัติเพื่อการบริหารงานวิชาการ  สู่ความเป็นเลิศ การดำเนินการวิจัยมี 2 ระยะ ดังนี้ ระยะที่ 1 การศึกษาบริบทเพื่อร่างข้อเสนอเชิงนโยบาย  ระยะที่ 2 การพัฒนาและตรวจสอบข้อเสนอเชิงนโยบาย กลุ่มตัวอย่าง คือผู้บริหาร และครู ปีการศึกษา  2558 จำนวน 510 คน เครื่องมือที่ใช้เป็นแบบสอบถาม และแบบสัมภาษณ์กึ่งมีโครงสร้าง  มีค่าสัมประสิทธิ์แอลฟา ของครอนบาค เท่ากับ 0.97 ค่าสถิติเป็น ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

            ผลการวิจัยพบว่า 1) สภาพปัญหาของการบริหารงานวิชาการสู่ความเป็นเลิศ พบว่า สถานศึกษาไม่ใช้ระบบบริหารจัดการโดยมุ่งผลสัมฤทธิ์ ไม่มีการปรับปรุงและพัฒนาหลักสูตรสถานศึกษา  และด้านความคาดหวัง พบว่า ต้องการให้สถานศึกษามีระบบการบริหารทรัพยากรเพื่อให้เกิดความคุ้มค่ามากที่สุด 2. ข้อเสนอเชิงนโยบายเพื่อการบริหารงานวิชาการสู่ความเป็นเลิศ แบ่งเป็น 9 ด้าน คือ 2.1 การวิจัยเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา 2.2 การพัฒนาสื่อและนวัตกรรมการเรียนรู้ที่สอดคล้องกับกระบวนทัศน์ใหม่ในการจัดการศึกษาในศตวรรษที่ 21 2.3 การวัดผล ประเมินผล และเทียบโอนผลการศึกษาที่มีประสิทธิภาพ 2.4 การบริหารหลักสูตรและการนำหลักสูตรไปใช้ 2.5 การพัฒนาศักยภาพของครูและบุคลากรทางการศึกษาให้เป็นมืออาชีพ  2.6 การพัฒนาระบบการประกันคุณภาพภายในสถานศึกษา 2.7 การพัฒนากระบวนการเรียนรู้ 2.8 การพัฒนาระบบบริหารจัดการโดยมุ่งผลสัมฤทธิ์ และ2.9 การนิเทศการศึกษาข้อเสนอเชิงนโยบายแต่ละด้านประกอบด้วย วิสัยทัศน์ เป้าหมาย วัตถุประสงค์ พันธกิจ กลยุทธ์ และแนวปฏิบัติ 

Abstract

            The objectives of this study were 1) to study the problems and expectations of academic administration towards excellence and 2) to develop a policy recommendation and practice for academic administration towards excellence. The study was divided into 2 phases. The first phase was a context study in order to draft a policy recommendation. The second phase was the development and verification of the recommended policy.  which were for directors and teachers in academic year B.E. 2558, totally 510. The tools used were a semi-structured interview form and a set of questionnaire with Cronbach's alpha coefficient at 0.97. Statistics applied in this study were percentage, mean and standard deviation.

            The study yielded the following results: 1) The problems of academic administration towards excellence were that the education centres did not implement result-based management in their administration system and the school curriculum did not receive due improvement and development, the expectations of the subjects on the education centres were the highest effectiveness in resources management. 2) The author's policy recommendation for academic administration towards excellence comprised 9 sections, which were 2.1 the studies and researches for educational quality improvement in education centres; 2.2 the development of educational media and innovation that meet new paradigm of educational management in the 21st century; 2.3 the effective measurement, evaluation and credit transfer; 2.4 curriculum management and implementation; 2.5 potential development for teachers and educational personnel towards professionalism; 2.6 the development of internal quality assurance; 2.7 the development of learning process; 2.8 the development of result-based administration system, and 2.9 educational supervision. Each aforementioned section in the author's policy recommendation consisted of vision, goals, objectives, missions, strategies and practices.
