การพัฒนาองค์การ: ประเด็นทบทวนสู่การประยุกต์ใช้เพื่อการจัดการชุมชน (Organization development: Issues reviewed for application to community management)

Abstract

บทความนี้มีวัตถุประสงค์เพื่อทบทวนความรู้เกี่ยวกับการพัฒนาองค์การ อันจักนำไปสู่การสร้างความเข้าใจและประยุกต์ใช้การพัฒนาองค์การเพื่อการจัดการชุมชน โดยรวบรวมข้อมูลจากเอกสารและงานวิจัยที่เกี่ยวข้อง รวมถึงข้อมูลภาคสนามจากพื้นที่วิจัย จากนั้นนำข้อมูลที่ได้มาวิเคราะห์เชิงเนื้อหา ผลการศึกษา พบว่า ประการแรก การพัฒนาองค์การเป็นกระบวนการที่มีขั้นตอนและใช้เวลานาน โดยเริ่มจากการยอมรับความต้องการในการเปลี่ยนแปลง การสร้างความสัมพันธ์ระหว่างที่ปรึกษาและองค์การ การวินิจฉัยองค์การ การนำเทคนิคการพัฒนาองค์การมาใช้ และการประเมินผล เฝ้าระวัง และรักษาเสถียรภาพ ประการที่สอง แม้จะเลือกใช้เทคนิคการพัฒนาองค์การด้วยความตระหนักก็ไม่ได้หมายความว่าการพัฒนาองค์การจะประสบความสำเร็จตามที่ตั้งเป้าหมายไว้เสมอไป ทั้งสาเหตุจากข้อจำกัดของเทคนิคการพัฒนาองค์การและข้อบกพร่องในการนำไปใช้งาน ประการที่สาม การพัฒนาองค์การมีพัฒนาการไปตามสถานการณ์ โดยมีมุมมองต่อการเปลี่ยนแปลงที่แตกต่างกัน จึงทำให้ตัวแบบการกำหนดกลยุทธ์มีความแตกต่างกัน ประการที่สี่ อนาคตของการพัฒนาองค์การขึ้นอยู่กับคน งานวิจัย และการถกเถียงในประเด็นที่เกี่ยวข้อง ประการที่ห้า วาทกรรมองค์การเป็นเครื่องมือในการจัดการที่ทำให้เกิดการตั้งคำถามใหม่ ๆ เกี่ยวกับการพัฒนาองค์การ และประการที่หก การพัฒนาองค์การสามารถนำมาประยุกต์ใช้ในการจัดการชุมชนได้


The objective of this study is to review knowledge related to organizational development leading to understanding and application to organizational development for community management. Data were collected from related documents and research reports, and also field data from research areas. Then, data were analyzed, using content analysis. The results were as follows. First, organizational development is a time-consuming process with steps starting from acceptance of the need for change, building relationship between the consultant and organization, organizational diagnosis, adopting organization development techniques, evaluation, monitoring, and maintaining stability. Second, even though organizational development techniques are chosen with an acute awareness, it does not mean that the goals set by the organization will always be successfully achieved due to limitations of the organizational development techniques, and pitfalls in the implementation. Third, organizational development varies according to the situation and due to different perspectives on changes, making strategy formulation models differ. Fourth, the future of organizational development depends on people, research, and debates on related issues. Fifth, organizational discourses can be management tools to raise new questions about organizational development. Sixth, organizational development can be applied to community management.
