กรอบแนวคิดด้าน Open Access (OA) เป็นการเปิดให้ผู้ใช้เข้าถึงข้อมูลอย่างเสรี หรือเป็นการให้สิทธิ์กับสาธารณะในการนำเนื้อหาที่เผยแพร่ไปใช้ประโยชน์ได้ โดยมีที่มาและหลักคิดด้านที่เกี่ยวข้องกับ OA เริ่มมีการดำเนินการเป็นรูปธรรมอยู่ในช่วงระยะเวลา 20 ปีที่ผ่านมา ส่วนหนึ่งเป็นผลมาจากความก้าวหน้าของเทคโนโลยีอินเตอร์เน็ตที่สะดวกและรวดเร็วขึ้น พัฒนาการของวารสารวิชาการตามแนวทาง OA ทำให้มีการจัดรูปแบบและการแบ่งประเภทของการเข้าถึงแบบเสรีได้แก่ Gold OA หรือ Green OA, การมีระบบเว็บไซต์วารสารอิเล็กทรอนิกส์หรือ E-journal รูปแบบโมเดลทางธุรกิจของสำนักพิมพ์ OA การจัดการด้านลิขสิทธิ์และสิทธิ์การอนุญาตผ่านสัญญาอนุญาต และการจัดทำแนวปฏิบัติเพื่อให้เกิดความน่าเชื่อถือบนเว็บไซต์ของเว็บไซต์วารสารเป็นต้น ดังนั้นนักวิชาการหรือผู้ใช้ทั่วไปควรทำความเข้าใจกับรูปแบบของวารสารวิชาการในปัจจุบัน และใช้ประโยชน์จากการเข้าถึงข้อมูลวารสารวิชาการตามสิทธิ์ที่พึงได้ สำหรับผู้มีส่วนเกี่ยวข้องกับวารสารวิชาการไทยควรนำแนวปฏิบัติของ OA ในแต่ละองค์ประกอบไปปรับปรุงการทำงานให้สอดคล้องกับบริบทของวารสารเพื่อเป็นการช่วยยกระดับวารสารวิชาการไทยไปสู่การมีคุณภาพเทียบเท่ามาตรฐานสากล
